Position Summary: This is one Senior Scientific Technical Manager (SSTM) Interdisciplinary position that can be filled as a Supervisory Principal General Engineer, DR-0801-05 OR Supervisory Principal Physical Scientist, DR-1301-05. SSTM positions are scientific and technical positions which exceed the DR-04 (GS-15) level. SSTM positions are covered under alternative personnel system known as the Department of Defense Science and Technology Reinvention Laboratory (STRL) Personnel Management Demonstration Project at the Air Force Research Laboratory. SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert. MAJOR DUTIES (may include):
1. Plans & directs a wide range of classified USAF mission enabling Science and Technology (S&T) programs to provide offensive, defensive, lethality & survivability capabilities across all the USAF domains (air, space and cyber) & core functions.
2. Leads, directs & manages scientific, technical, research & development efforts across the near, mid & far term for a diverse portfolio that includes: aerospace, sensors, materials, electronic combat, weapons & advanced technologies. Directs & enables multi-program/domain S&T efforts & integration. Responsible for strategy-to-task, road mapping & portfolio development; program execution; as well as financial, procurement & security performance. Ensures programs are aligned with AF needs.
3. Supervises, leads, & manages workforce comprised of civil service, military officers, as well as technical expert & support contractors. Workforce is a multi-disciplined group of scientists and engineers that cover many program areas & over thirty major technical thrusts; as well as high performance finance, security & support teams. Ensures vigorous & productive collaboration across AFRL, MAJCOMs, COCOMs, HQ USAF, OSD, other services, DARPA, DOE, NASA, Intelligence community & an industrial base comprised of over seventy companies & major business units. Maximizes industry's ability to deliver technologies & products for the USAF mission.
5. Provides advanced technical & programmatic guidance regarding defense strategic issues and combat technology & acquisition programs. Provides counsel to all levels to include senior civilian, general officer & industry leaders.
6. Promotes a culture where intellectual property is developed, documented, protected & rewarded. Reviews technical publications as part of the technical review process. Utilizes scientific/engineering knowledge to assist in the transfer or transition.

Selectee must be a member of an Acquisition Corps at time of appointment.
Selectee must sign a written agreement to remain in Federal service in this position for at least three years. In signing such agreement the employee does not forfeit any employment rights nor does such an agreement alter any other terms or conditions of employment.
For any selected candidate that is not currently an employee within AFRL, the selected candidate will be reassigned to an AFRL, DR-04 (GS-15 equivalent) position & then temporarily promoted to the DR-05 for no more than 5 years.
At the completion of the temporary promotion, the employee may be returned to a DR-4 position in AFRL. The employee will be converted to a flexible temporary promotion upon publication of the authority in the Laboratory Personnel Management Demonstration Project Federal Register. The flexible temporary promotion may be utilized for up to a 5 year period and/or extended in up to 5 year increments. Incumbent is required to sign a Temporary Promotion Memo.

a. Complementary Assignment, regardless of government agency or department, a non-Scientist& Engineer (S&E) occupational series such as those found in Program Management, Logistics, Financial Management, etc. The assignment must be for at least 12 months.
b. Corporate Breadth, assignments at more than one base/installation/operating location and Major Command (MAJCOM) / Combatant Comment (COCOM) HQs or Office of Secretary of Defense (OSD) or Joint Staff or
