This position is located in the Office of Procurement, Engineering Support Office, Engineering Lab Support
Office (PS20). At the GS-9 level this position is developmental and you will be increasingly responsible for learning and applying the techniques of procurement planning, negotiation, and contract administration through assigned tasks. These duties will prepare you for responsibility for all aspects of contracting, from initiation to recommendation of award, to procure items or services with specialized requirements such as the procurement of complex equipment, services, and/or construction (e.g., electronic systems and operations, maintenance and repair, construction, supply and production items, architectural engineering, aircraft/vessels parts, etc.). Ideal candidates will have strong business, analytical and mathematical skills demonstrated through academic coursework and/or experience in contracting functions.

Review requisitions and determines the appropriate method of procurement. Develops procurement plans by reviewing previous history, market conditions, and specifications or technical data packages. Review requisition package for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.
Provide guidance to technical personnel involved in the development of specifications, performance work statements, market research, or data requirements.
Perform cost-price analysis to develop a negotiation strategy. Ensures bidders are in compliance with federal regulatory guidelines. Reviews past bids and awards, requests pre-award surveys, and establishes price reasonableness through price and/or cost analyses.
Monitor the administration of the contract until final delivery and payments are complete. Monitors contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities.
U.S. citizenship is required.
Applicants must meet the basic education requirements for the GS-1102 series: a. 4-year course of study
leading to a bachelor's degree with a major in any field, or b. At least 24 semester hours in any combination
of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial
management, marketing, quantitative methods or organization and management. Exception: Employees who
occupied GS-1102 positions on January 1, 2000 at grades 5 through 12 will be considered to meet the basic
