Completes on-the-job training designed to provide more in-depth orientation and experience in Accounting theories, basic principles, practices, duties, and responsibilities of a Staff Accountant. Includes accounting system(s) related training and work experience. Receives formal and on-the-job instruction designed to provide intermediate level expertise with the functions, accounting systems, and operations of the Accounting Division. Provides practical experience in the functions and operations and applies professional and/or management theory, principles, and practices to the work assigned. Performs a variety of financial, accounting and administrative functions in support of US Army War College and Carlisle Barracks. Assignments are selected to broaden skills and provide practical experience for progressively more complex assignments. Duties and training will include proper funds control procedures and practices, obligation rules and principles, basic order receipt and issue principles, processing procedures, and proper line-of-accounting on General Fund documents, document control, obligation/expense input, cost accounting and financial inventory accounting principles, and working knowledge of the system. Assists higher graded employees, individually or as a team member, by performing duties as they relate to accounting and financial operations. The specific duties assigned to this position will vary. Incumbent may have assignments to work with or receive training with equal or lower graded employees in order to gain a full understanding of accounting and financial operations.
After program completion, Department of the Army Pathways Recent Graduates MAY be converted to a permanent or term appointment without further competition.
This position is being filled at the GS-09 level with potential conversion to a position with a full performance level at GS-11.

Basic Education Requirement:
This position has a positive education requirement.
(1) Bachelor's degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 hours of credit in business law; OR
(2) Combination of education and experience of at least 4 years of professional accounting experience in accounting, or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); OR a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours provided that (a) I have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that I have demonstrated a good knowledge of accounting which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.
In addition to the Basic requirements identified above, applicants must possess:
(1) One full year of graduate level study in a field that provided the knowledge, skills, and abilities to perform the work of this position OR meet the Superior Academic Achievement (SAA). Such fields include accounting, auditing, business administration, finance, or public Administration; OR,
(2) One year of specialized experience equivalent to the GS-09 grade level in the Federal service which included skill in applying basic principles, concepts, and methodology of managerial accounting to complete intermediate assignments, operations, or procedures and knowledge of professional and/or management theories, concepts, and principles gained in acquiring a degree which included 24 credit hours in accounting.

Superior academic achievement (SAA) can be obtained through the following based on the curriculum that is qualifying for the position to be filled:
(1) Class standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
(2) Grade-point average (GPA): Applicants must have a grade-point average of: (a) 3.0 or higher out of a possible 4.0 (B' or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 (B+' or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
(3) Election to membership in a National Scholastic Honor Society: Applicants can be considered eligible based on membership in one of the honor societies listed by the Association of College Honor Societies. These honor societies are listed by the. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
