The Chief Financial Officer (CFO) JSC, reports to the Agency CFO with coordination responsibilities to the Center Director, and is responsible for executive leadership and management in the planning, analysis, accounting, and control of Center resources. Additionally, the CFO is responsible for assuring reliable and accurate financial management activities and records, implementing all aspects of the CFO Act and other applicable financial regulations. Specifically, the CFOs responsibilities include:
1. Overseeing the development, implementation, and administration of integrated JSC and NASA financial management systems including all aspects of planning, programming, and budgeting processes, and guidelines for distribution of financial resources, evaluation and implementation of financial management policies and procedures, management controls, performance requirements, metrics, and Center financial accounting and reporting.
2. Developing and approving a comprehensive Center plan for budget control and effective utilization of resources. This includes providing the integration, analysis, oversight, and financial management of Center resources.
3. Assuring financial integrity of Center programs, projects and resources by developing, implementing and monitoring CFO policies, procedures and processes that ensure sound planning and execution, program analysis and evaluation, accounting, internal controls, and financial systems.
4. Designing and implementing Center financial planning and execution systems required for proper data collection and reporting to ensure that timely, accurate, and relevant financial information is available to all CFO customers.
5. Directing the development and evaluation of program and institutional plans; appraising Center performance versus plan within functional jurisdiction; providing resources analyses and reporting allowing visibility into performance, identification of potential problem areas, and actions to resolve or minimize the impact of such problems.
6. Overseeing Center-wide financial control systems for administrative, program, and operational activities to provide reasonable assurance that commitments, obligations, costs, and disbursements are in compliance with applicable law. This includes ensuring funds, property, and assets are safeguarded; and revenues and expenditures applicable to Center operations are properly accounted for and recorded.
TECHNICAL QUALIFICATIONS
1. Extensive experience with multi-year appropriations including research, development, and procurement. This includes comprehensive knowledge of budget development and execution and operating and maintenance (O&M). Provide examples how you have successfully met this requirement.
2. Extensive knowledge of economic, statistical, accounting and or financial analysis principles and techniques necessary to (1) analyze budget execution data to evaluate financial and budgeting trends, constraints, and applications; (2) project future financial performance and makes recommendations to achieve metrics. Provide examples how you have successfully met this requirement.
3. Demonstrated skill integrating budget and performance objectives and financial and resource management processes to address specific organizational needs. This includes those of complex research and development programs and organizations.
U.S. citizenship is required.
