The Office of Enterprise Assessments (EA) is responsible for performance of assessments, on behalf of the Secretary and Deputy Secretary, in the areas of nuclear and industrial safety, cyber and physical security, and other critical functions as directed by the Secretary and his Leadership team. The Office is responsible for implementing an expanded investigative capability to conduct Congressionally-mandated enforcement functions in the areas of worker safety and health, nuclear safety, and security. The Office serves as an important check-and-balance that meets the Department’s responsibilities as a self-regulating entity and advises the Secretary and Deputy Secretary on all matters related to oversight, enforcement, safety and health training, and outreach activities across the complex.
The Office of Cyber and Security Assessments is responsible for the independent evaluation of the effectiveness of safeguards and security and classified and unclassified cyber security policies and programs throughout the Department, including protection of special nuclear material, and classified and sensitive information.
The Office of Security Assessments is responsible for the independent evaluation of the effectiveness of safeguards and security policies and programs throughout the Department, including protection of special nuclear material and protection of classified and sensitive information. The Office has established and maintains a continuous program for assessing security of DOE facilities through expert program and technical analysis, included systematic approach to performance testing that is applied across all security disciplines. In particular, the Office maintains and manages the Composite Adversary Team to run exercise to test the capabilities of facilities storing special nuclear materials to counter threats posed by terrorists in a manner that is realistic and safe The Office develops and validates reports that identify findings, issues, and opportunities for improvement. It also performs follow-up reviews to ensure complex-wide and site specific corrective actions are appropriately addressed.

Conducts regular evaluations of safeguards and security programs at DOE sites that have significant amounts of special nuclear material, classified information, or other security assets. The scope of the evaluations include any or all aspects of safeguards and security including physical protection of special nuclear material, accountability of special nuclear material, protection of classified and sensitive information, personnel security, and foreign visits and assignments and other areas impacting the protection of safeguards and security assets as assigned.
Conducts special reviews of safeguards and security special interest items as identified through trends, significant events, EA management or which may be mandated by the Secretary. Develops recommendations and opportunities for improving safeguards and security by line organizations. Evaluates and assesses DOE policies related to safeguards and security. Performs complex-wide studies of issues and generic weaknesses in safeguards and security. Reviews other government and commercial safeguards and security programs to provide a benchmark for DOE performance. Performs regular assessments of nuclear materials assurance at DOE sites.
Provides Secretary, congressional stakeholders and senior DOE management with safeguards and security assessments of significant risk factors to the complex and Secretary by reporting through EA management. Conducts oversight to ensure the accurate identification of information and documents that must be classified or controlled under statute or Executive Order to protect the National Security and controlled but unclassified Official Use Only information for the effective operations of the Government. Manages oversight of DOE and NNSA Headquarters and field Federal and contractor organizations to evaluate the effectiveness of their classification and control programs and their conformance with current policies and procedures. Prepares and conducts briefings to assure the results of assessments are communicated to appropriate authorities, including DOE senior management and stakeholders such as Congress.
Fully participates in the overall Office of Security Assessments strategic planning activities, providing unique input on key strategic decisions by the Director of the Office of Cyber and Security Assessments, as well as vigorous support for the integration of the varying Office of Security Assessments missions and functions into a unified security and cyber evaluations program. Serves as an expert advisor to top-level DOE management on a wide variety of safeguards, physical security and cyber security issues and provides a sound technical presence at the management level of the Director, Office of Cyber and Security Assessments.
CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is a member of the SES with career status or has successfully completed an SES Candidate Development Program, certified by the Office of Personnel Management, his/her managerial qualifications must be approved by OPM before appointment can be effected. If you are selected for this position, you will be subject to the U.S. Department of Energy mandatory requirements and will be required to file a public financial disclosure report within 30 days of entry on duty.
