The mission of the Fleet and Family Readiness (FFR) Programs team is to maximize the physical, emotional and social development of the Navy family. FFR enables a ready Navy force through its Fleet Readiness, Family Readiness and Housing Programs. We service all non-appropriated fund (NAF) employees who work for Morale, Welfare and Recreation (MWR), Navy Gateway Inns & Suites (NGIS) and Bachelor Housing (BH) throughout the Fleet and Family Readiness Program for the Naval District Washington (NDW) Region.

Provide appropriate specialized developmental care for children age 6 weeks to 12 years in CDC operation. Provide guidance, assistance and mentoring to Child & Youth Program Assistants. Assist Training & Curriculum (T&C) Specialist in helping Program Assistants translate professional training into practice. Work with senior employees to provide instruction and training to lower level employees. Assist employees in completing Standardize Module Training. Plan activities based on participants observed needs. Work with T&C, supervisor and Program Assistants to implement activities and social events that meet the social, physical, emotional and cognitive needs of children and youth. Interact with children using approved child development techniques. Provide care and supervision, oversight and accountability for program participants in compliance with policy, guidance and standards. Promotes and models safety, fitness, health, and nutrition practices. Duties may include assisting in the child’s arrival and departure from the center, diapering, feeding, toileting, resting, etc.; developing and assisting with games and learning activities; observing and evaluating development levels and maintaining records. Participate in conferences with parents and employees. Plan and conduct activities for parents to encourage involvement. Collect, maintain and report program participation data.
CONDITIONS OF EMPLOYMENT
This position is subject to special inoculation and immunization requirements as a condition of employment for working with children. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), which includes the influenza vaccine. Must pass a pre-employment physical with ability to lift up to 40 lbs, provide evidence of immunization, and be free from communicable disease. Position is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position. Incumbents must satisfactorily complete all background checks, including a NACI. Must satisfactorily obtain or complete required training certificates and maintain certifications/credentials.
The Child Development Centers operate Monday - Friday, 5am - 7pm. Shifts will be scheduled during these times, based on the needs of the mission.
Positions are considered mission essential, and require the incumbent to report when regularly scheduled, regardless of inclement weather conditions. There are mandatory training requirements, which take place 1 evening per month and 4 Saturdays per year, at a minimum.
Ability to satisfactorily complete background investigation - National Agency Check with Written Inquires (NACI), upon hiring and renew every 5 years.
At least 18 years of age
•High school diploma or equivalent; AND one of the below: Department of the Navy Standardized Module Training AND 12 months experience at CY-II (GSE-04) Level
OR
•A Child Development Associate (CDA) credential OR Military School Age (MSA) credential AND completion of 1 year at CY Program Assistant/Base Level 4, where incumbent displayed knowledge of and competency in developmentally appropriate programming for children and youth
OR
•A minimum of a 2 year degree in Youth Development, Child Development, or a related field, which can include Recreation, Youth Recreation, Physical Education, Elementary Education, Secondary Education, Early Childhood Education, Psychology, Social Work, Home Economics with an emphasis in Human Development, or other degrees as appropriate.
•In addition to the above, incumbent must have knowledge of developmentally appropriate programs designed to meet the needs of children and youth from 6 weeks to 12 years of age; knowledge of child and youth development principles, practices, and techniques; skills to apply laws governing the detection and prevention of child abuse and/or neglect; skill in program planning, organizing, and employee scheduling; skills to provide leadership, mentoring, and guidance to CY Program; ability to identify and respond to emergency situations; ability to develop curriculum outlines and lesson plans/guides; and the ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal skills.
