Serve as the Chief of the Business Oversight Branch (BOB) for the Mobile District. Provide procurement management decision support which includes the preparation of trend analyses for areas such as workload and quality of documentation to determine levels of increase/decrease for resource management assessments and to measure compliance with regulatory guidance to ensure that it is maintained and/or increased. Review all documents that require signature by the District Chief of Contracting or higher level contracting authorities. Provide peer reviews at all levels and the coordination of documents and reviews with the Regional PARC and higher headquarters. Provide proposed solutions to improve processes and determine best practices and communicates recommendations to the CT workforce. Represent the District Chief of Contracting (DCC) during Procurement Management Reviews (PMR), preparing in briefs to the PMR team, monitoring and supporting their review and prepare to respond to findings and implement corrective action plans. Overseeing the maintenance and system administration or all procurement systems to ensure proficiency, accuracy and optimal accuracy of data collection and timely submission of all data calls. Prepare, create, analyze data and metrics for internal and external reporting requirements. Serve as the procurement technical expert for initiatives such as designing and implementing a quality assurance process for reviewing pre/post contracting actions and monitoring procurement systems content for accuracy. Supervise employees within an acquisition workforce. Perform first line supervisory personnel management functions such as evaluating employee's performance, maintaining discipline, approving leave, recommend promotions, reassignments, selections of candidates for positions, hearing and resolving complaints of employees, etc.

Basic Requirement for Supervisory Procurement Analyst GS-14:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes developing, planning, recommending and interpreting long range contracting policies and programs, regulations and procedures concerning procurement and acquisition matters, such as Federal acquisition laws; evaluating financial and technical capabilities of Government contracting; assisting with the drafting, editing, and staffing of acquisition plans/strategies, solicitations and contracting process documents, to include experience in preparing written and oral presentation, controversial materials and reports to recommend to a higher authority and small business participants; gathering information and drafting responses to data calls from higher levels of authority and participating on multi-functional working groups. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-13 grade (or equivalent).
