Introduction: The Professional Clinical Social Worker provides clinical psychosocial and case management services to veterans diagnosed with mental disorders and their family members to meet biological, psychological, social and environmental needs. Their health care and psychosocial problems and needs are complex and require a high degree of clinical oversight and creative problem solving. Services are provided at the Hampton VAMC Outpatient Mental Health Clinic or in a residential setting.
-Examples of duties and/or responsibilities include but are not limited to the following:
Interviews veterans and their family members/significant others to establish facts about the veteran's situation, presenting problems and their causes, and the impact of such problems on the veteran's functioning and mental health as part of a comprehensive psychosocial assessment. Interprets and explains VA's treatment and benefit programs.
-Independently evaluates the client's situation, including the veteran's reaction to it and ability to deal with it, and arrives at a reasoned conclusion. Based on the psychosocial assessment; uses professional judgment and social work professional practice skills to make a psychosocial diagnosis. Assesses at-risk factors and develops a preliminary disposition plan, involving the veteran, and family or significant others.
-Performs insightful assessment of serious and complicated cases involving psychiatric disorders, dependence on substances and other high-risk diagnoses. Makes independent professional decisions and recommendations for agency action regarding mental health needs of patients, subject to administrative and medical approval Consequences to the veteran may he serious and the results are often unpredictable.
-Develops psychosocial treatment plans in coordination with interdisciplinary team members, including goals for psychosocial clinical treatment. Using known available resources and the initial assessment of the veteran's likelihood to accept differing types of assistance makes initial and continuing decisions regarding use of VA and non-VA services and referrals. Arrives at a reasoned conclusion as to the preferred course of mental health services. Provides independent consultation and makes recommendations to interdisciplinary team on course of treatment.
-Independently concludes the appropriate action, even in instances where actions can have serious impact on the life of the veteran. This might include long-term institutional or nursing home care or separation from family members. These decisions are based on the Independent Social Worker's professional practice skills, professional judgment and expertise regarding the veteran's self-care capability, the family support system, the veteran's health care needs, mental health issues and possible consequences.
-Is responsible for developing and maintaining a professional standard of patient treatment in the mental health / primary care services area and initiating and effecting changes in methods to improve efficiency and effectiveness, including promotion of Social Work services as a key component of treatment. Evaluates his/her practice as an Independent Social Worker on an on-going basis through participation in professional peer review, case conferences, research studies or other organized means. Is active in and accepts responsibility for the development and maintenance of professional standards of treatment. Performs other directly related duties as assigned.

Education. Have a master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Applicants must submit a copy of their transcript(s) to verify education
Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website.
Physical Requirements. See VA Directive and Handbook 5019.
English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
Experience, Education and Licensure. Promotion to the GS-11 full performance level requires completion of a minimum of 1 year of post-MSW degree experience in the field of health care social work (VA or non-VA experience) and licensure or certification in a state at the independent practice level. The VA may waive the requirement of licensure up to the GS-11 level OR In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required 1 year of professional social work experience in a clinical setting.
