The position is located in the Office of Patient Safety and Clinical Quality (OPSCQ) within the Office of the Deputy Director for Clinical Care (ODDCC), Clinical Center (CC), National Institutes of Health (NIH).The ODDCC provides leadership, policy guidance, program development, evaluation, and overall operational and administrative coordination for patient safety, clinical care and clinical research support for the Clinical Center.
A critical component of the work of the OPSCQ is managing patient safety and clinical quality in the context of the NIH CC's unique clinical research mission. This responsibility requires a special focus on the risks that arise at the "intersection" of clinical care and clinical research. The Nurse Consultant for Patient Safety and Clinical Quality will have the novel opportunity to apply the principles of patient safety and quality improvement in a translational science environment.
The National Institutes of Health (NIH), Clinical Center (CC) is the 200-bed research hospital and ambulatory care research facility in Bethesda, Maryland that supports the Intramural Research Program (IRP) of the National Institutes of Health. It is the largest inpatient facility in the country devoted exclusively to clinical research, and provides a full range, of services from ambulatory clinical to critical care and special procedures. The CC admits approximately 9,000 patients yearly. In addition, the outpatient clinics support nearly 100,000 patient visits annually. Patients come from all over the world to participate in a research program aimed at developing new knowledge of disease processes, new treatments and expanded comprehension of basic biologic systems. The focus at the CC on early phase and first-in-human clinical trials and on the study of rare diseases makes it possible to rapidly translate scientific observations and laboratory discoveries into new approaches for diagnosing, treating, and preventing disease. The patient population generally has a clinical intensity higher than that of comparable specialties in academic medical centers, and patients are seen for prolonged periods of assessment, treatment and recovery.

Basic Requirements
Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.
Additional Qualifications:
To qualify for this position at the GS-12 level, you must have at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: participating in patient safety/clinical quality projects and initiatives; assisting with the collection and interpretation of data related to clinical research, clinical quality, and/or patient safety priorities; providing support in the evaluation of clinical errors to determine root and contributing causes; aiding in the implementation of system solutions that will promote a safe clinical environment; assisting with the review and analysis of clinical quality and safety data; and preparing reports related to clinical research, clinical quality, and/or patient safety.
To qualify for this position at the GS-13 level, you must have at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting with the design and implementation of quality improvement and patient safety training initiatives; collecting and interpreting data related to clinical research, clinical quality, and patient safety priorities; providing support in the development and/or revision of organizational policies and procedures associated with clinical research, patient care and patient safety; serving as an internal consultant regarding issues related to patient safety and clinical quality (e.g. environment of care, graduate medical education, research evaluation, emergency management, and adverse event); managing initiatives related to patient safety and clinical quality; and providing assistance to management teams in documenting compliance with various regulatory and accreditation standards.
