The Human Resources Officer position is located at the Sheridan VA Healthcare System (SVAHCS) located in Sheridan, Wyoming reporting to the Director (SES). As a smaller facility, the HRO is required to have a broader and more complex set of skills and knowledge. The HRO has full delegated authority and responsibility for planning, direction, coordination, operation, and internal evaluation of the Human Resources Management program. The major duties include, but are not limited to:
- Serves as full advisor and consultant to the Management Team (including Director, Associate Director, Chief of Staff, and Associate Director for Patient Care Services and the VISN HRO.
- Shares in overall management considerations involving general administration; budgeting, manpower and other resource utilization; and involvement in community affairs for improving VA's public image.
- Responsible for the planning, direction, control, coordination, cooperation, and evaluations of the personnel management function of the scope, variety, and quality prescribed in the VA Handbooks and Directives.
- Formulates, communicates, and implements SVAHCS policy involving Recruitment and Placement, Position Classification and Position Management, Pay Administration, Employee Relations, Labor Relations, HR Information Systems, Employee Development and Training and related clerical and administrative functions.
- Significant responsibility for carrying out Succession Planning and Workforce Development initiative.
Work Schedule: Monday - Friday 07:30a - 04:00p (The incumbent may be required to work other shifts, be on call, work weekends and/or holidays as patient care and the needs of the service require.)

Physical Requirements: The work is basically sedentary and does not require any physical effort. Travel is required.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level.

Specialized Experience: Candidates must possess (1) year of specialized experience equivalent to the next lower grade level, GS-12, in the federal service. Specialized experience is experience which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the Human Resources Officer position. Qualifying specialized experience includes planning, directing, coordinating, and providing internal evaluation of a healthcare system's Human Resources Management Program. Examples of this type of specialized experience would include but not be limited to:
· Serving as advisor and consultant to executive leadership on a full range of human resources functional areas;
· Formulating and implementing human resources policies involving recruitment and placement, position management and classification, pay and leave administration, employee and labor relations, employee training and development, employee recognition programs, employee benefits programs, etc.;
· Providing advice to management/supervisors on human resources management principles, techniques, and acceptable practices; and
· Providing technical advice on the propriety of statutory, regulatory and procedural requirements.
There is no educational substitution for the GS-13 level.
