The William Jennings Bryan Dorn VA Medical Center (VAMC) opened in 1932 at its current location. Dorn VAMC has 204 skilled nursing beds, which includes acute medical, surgical, psychiatric, and long-term care. The hospital provides primary, secondary, and some tertiary care.
The Dorn VAMC provides outpatient care through seven Community Based Outpatient Clinics (CBOC) located in South Carolina in the Upstate, Midlands and Pee Dee areas of South Carolina. The seven CBOCs are located in Anderson, Florence, Greenville, Rock Hill, Orangeburg, Spartanburg and Sumter. All clinics with the exception of Rock Hill are VA employee staffed. All clinics have a mental health component available.
Dorn VAMC is a level 1C teaching hospital, providing a full range of patient care services, with state-of-the-art technology, education, and research. Comprehensive health care is provided through primary care, tertiary care and long-term care in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, cardiology, neurology, oncology, dentistry, geriatrics and extended care.
Dorn VAMC was accredited by The Joint Commission as recent as February 2013. It was only 1 of 20 hospitals in South Carolina and, for the third year in a row, a Top Performer on Key Quality Measures. Dorn VA is also accredited by the American College of Surgeons and the Commission on Accreditation for Rehabilitation Facilities. Laboratory and Pathology services are accredited by the Commission on Laboratory Accreditation of the College of American Pathologists.
Veterans Benefits Administration and the University of South Carolina School Of Medicine are located on the campus of Dorn VAMC. There are 48 residency positions between the two institutions. Other affiliations are robust for training of nurses and allied health professions. Similarly, medical center leadership has active relationships with the Department of Defense (DoD), both with Fort Jackson and Shaw Air Force Base.

This description of duties is not all inclusive of the responsibilities. The Human Resources Officer (HRO) has full delegated authority and responsibility of the planning, direction, coordination, operation and internal evaluation of the VA Medical Center's (VAMC) Human Resources Management program and reports directly to the Associate Director. As such, incumbent will serve as a full staff official to the Director, Associate Director, Chief of Staff, Associate Director for Patient Care Services, and Assistant Director, serving as a responsible partner of the Executive Management staff, share a full, joint, and plural management relationship with other staff officials, advising Executive Management on all aspects of Human Resources Management, labor relations, and regulatory and technical considerations of human resources management programs. The incumbent takes a proactive role in meeting the needs of top management and the facility and is involved in the overall management of the VAMC as evidenced by membership and active participation on the Executive Leadership Board and other committees.
The HRO provides staff service, advice, and guidance to all management/supervisory levels on human resources management principles, techniques, and acceptable practices, as well as technical advice on propriety of statutory, regulatory and procedural requirements. Advises on the most cost effective and efficient manner in which to accomplish the facilities mission through the management of its human resources. Represents facility management as the authoritative spokesperson in dealing with individuals, groups, supervisors, the purpose of explaining and securing acceptance of the facility's views on human resources management matters. This ranges from individual case decisions to those of a precedent setting nature.
Serves as a charge card approving official. Recommends individuals for appointment as cardholders and recommends single purchase and monthly purchase limits. Monitors the use of the card by the cardholder. Certifies transactions made by the cardholder ensuring that all applicable regulations are followed.
Develops short and long range plans to effectively utilize human resources to accomplish the center's mission; participates with management in strategic planning; plans, recommends, and implements programs and program changes that impact the facility.
Human Resources currently has an authorized ceiling of 44.
Work Schedule: Monday Friday, 8:00 a.m. to 4:30 p.m. (subject to change based on agency needs)

Physical Requirements: Position is mostly sedentary. Some walking is required to attend meetings in various locations within the facility.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14, position you must have served 52 weeks at the GS-13 level.

Specialized Experience: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skill, and abilities to perform successfully the duties of the Human Resources Officer position, and that is in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-13 level in the Federal service. Qualifying specialized experience for this position includes:
1. Leading or supervising a diverse team of Federal civilian human resources professionals;
2. Recent operational experience as a Senior Human Resources (HR) leader with a complex and hard to recruit workforce; awareness and adaptability managing the dynamics of the multi-generational workforce;
3. Experience conceptualizing problems and creating or directing studies addressing the financial dynamics of managing a high cost workforce;
4. Providing technical advice and guidance concerning Federal civilian Human Resources statutory, regulatory, and procedural requirements in a number of the following areas of HR:
