This position is located at the Tomah VA Medical Center (VAMC) in Tomah, WI, and is responsible for managing service assignments by rendering complex recruitment and staffing services for the purpose of filling General Schedule Title 5, Federal Wage System, Title 38 and Hybrid/Title 38 positions throughout the facility. The HR Specialist will also perform functions related to employee relations, suitability and benefits. The organizations serviced are diverse in nature, constantly changing and combine professional, scientific, administrative, and technical fields of work with complex position and organizational structures. Duties Include:
-Consults, coordinates, facilitates, and recruits for the facility, placing special emphasis on programs such as affirmative action, disabled persons, and veteran's employment.
-Coordinates advertising and marketing events as recruitment tools to attract a wide variety of quality applicants.
-Hosts and participates in career/job fairs and place advertisements in local media outlets and professional journals.
-Executes specialized recruitment programs to attract well qualified candidates for positions where applicants are in short supply and utilizes imaginative approaches and simultaneous searches for candidates from sources outside the existing workforce.

-Performs and tracks hiring functions once applicants have been tentatively selected, makes job offers, to applicants, discusses benefits programs and facilitates the completion of hiring tasks such as physicals, fingerprints, credentialing, and relocation.
-Provides guidance, consultation, advice and assistance to management on all aspects of employee relations to include grievances, disciplinary and adverse actions, ethics, employee assistance programs, performance-based actions, and reasonable accommodation.

GS-9 Major Duties: The incumbent serves in a developmental capacity at the GS-09 level. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level.

PHYSICAL EFFORT: The work is primarily sedentary. Although some slight physical effort may be required, no special physical exertion is required. The work is primarily performed while sitting and can involve sitting for long periods of time, and involves some periods of walking and standing. The regular and recurring work involves sitting at a desk, conferences, meetings, etc., and occasional visits to other work sites.
WORKING CONDITIONS: Work is typically performed in an adequately lighted and climate controlled office. The work environment includes everyday low risks or discomforts which require normal safety precautions typical of offices, meeting and training rooms, or commercial vehicles.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level.
