Officially established in October 2006, the Orlando VA Medical Center is one of the Top 100 Companies in Central Florida for working families. The Orlando VA Medical Center includes the following facilities; a 120-bed Community Living Center and a 60-bed Residential Rehabilitation Program (located at the Lake Nona Campus), Outpatient Clinics in Orlando (Lake Baldwin), Viera and Daytona Beach and four Community Based Outpatient Clinics located in Clermont, Kissimmee, Leesburg, and Orange City. Our new medical center is currently open for many outpatient services and will continue to open more services, including inpatient beds and an emergency department, throughout 2017. The new 65-acre medical campus has 134-inpatient beds and provides acute care, complex specialty care, advanced diagnostic services, a large multispecialty outpatient clinic, and administrative and support services.

The Deputy Chief of the Emergency Department (DCOEM) reports directly to the Chief of Emergency Medicine (COEM) and is responsible for assisting with the clinical and administrative functions of the Emergency Department (ED). The DCOEM is responsible for participation and oversight of APP patient care performance measures, compliance, training, and performance improvement, recruitment and retention of highly qualified and experienced providers, participation in various Medical Center committees to ensure performance measures are met, compliance with applicable rules and regulations, as well as participation in system redesign activities. The DCOEM will be responsible for assisting the COEM in preparing and maintaining the ED provider schedule on a monthly basis. The DCOEM will participate in all required UM/QM activities relating to the ED to monitor the preadmission screening process and its success in impacting InterQual appropriate inpatient admissions/observation status utilization performance measures. The DCOEM will also serve as a liaison between the EM Section and the other VA specialty sections.

The DCOEM will also serve as a staff EM Physician. He/She will be responsible for all aspects of medical care delivered to patients in the ED. Administrative time will be 20% and the clinical time will be 80% with all shift times covered except when the Chief is on leave- during which it will be imperative that the Deputy be physically available, either administratively or clinically, during business hours (M-F, 7A to 5P).
Duties and Responsibilities:
· DCOM will perform the following functions in the absence of and/or at the discretion of the COEM:
-Assist the Chief in: (1) representing the Emergency Department (ED) at all applicable hospital administrative/patient care meetings. (2) meeting with all providers in the ED regularly to review protocols, procedures, expectations for admitted/transferred patients. (3) monitoring established VA/VISN/Joint Commission, etc, performance measures and identified goals for the ED (e.g. physician report card), and provide providers with group and individual feedback on how to improve and/or sustain achieved success in such metrics/measures, including faculty development programs where applicable. (4) developing, implementing, and sustaining an orientation/standard work manual/and-or process for all providers in the ED. (5) monitoring overall performance of all providers' in the ED and provide performance improvement opportunities and/or interventions as appropriate. This includes, but is not limited to performing FPPE/OPPEs. (6) conducting Peer Reviews of ED providers and attend the Peer Review Committee on a monthly basis. (7) Reviewing and responding to all ED, ePER and eROCs in a timely manner. (8) maintaining an up-to-date schedule which provides appropriate provider coverage in the ED. (7) all recruitment efforts for providers in the ED. Develop recruitment and retention strategies to ensure highly trained and experienced providers seek/maintain employment at the Orlando VA Medical Center.
-Regularly meet ("huddle") with ED providers /nursing staff to discuss departmental performance and barriers to achieving performance measure/workflow success. Work with the VA Utilization Management (UM) department staff to monitor the preadmission screening process and its success in impacting InterQual appropriate inpatient admission/observation status utilization performance measures. Monitor ED workforce needs and budget.
·Emergency Department Physician
-Staff Emergency Medicine (SOEM) physicians are ultimately responsible for all aspects of medical care delivered to patients in the ED. SOEM physicians provide or assist residents and/or the nurse practitioner in the process of evaluation and treatment of the ED patient, and actively participate in corrective actions against untoward responses to medical interventions. SOEM physicians evaluate the patient to assess changes in the physical and mental status during their stay in the ED. A note is written in the patient's chart. Notes also include the concurrence with notes written by the resident or Nurse Practitioner, and attending notes as appropriate. SOEM physicians perform outpatient medical evaluations and treatment. During scheduled tour hours, SOEM physicians shall be available for all emergency interventions as part of the ED staff team. SOEM physicians are appropriately credentialed and privileged. They participate in various hospital committees, Medicine or Ambulatory Service and hospital in-service programs, and education programs of the Medicine Service and the hospital. They are also involved in continuous quality improvement through the VA peer review process. SOEM physicians shall be responsible for outpatient care, and graduate and undergraduate medical education, and scientific research as appropriate. Duties to be performed include but are not limited to: Perform assessments/examinations on encounters with all presenting patients; Order and interpret appropriate diagnostic tests necessary to complete the ED evaluation; Provide Attending Physician oversight to residents, mid-level providers, and students; Stabilize all critically ill or injured patients; Admit patients to the hospital or discharge them from the ED with appropriate follow-up; Discuss treatment plan with patient and or family/caregiver (following COBRA guidelines); Perform medication reconciliation with all discharged patients; Participate in Quality Assurance, chart reviews, and support applicable ED performance measures; Coordinate patient care with consultants as deemed appropriate; ED physician will support the safety, occupational health and fire protection program by the application of approved standards, regulations, practices and work methods; Perform other directly related duties as assigned.
Work Schedule: The selectee may be required to work or travel between any of the locations within Corporate Orlando. The selectee may also be required to work various shifts on a permanent or temporary basis, based on patient care needs.
Physical Requirements: Light lifting (under 15 pounds), standing, reaching above shoulders, both legs required, use of fingers, hearing (aid permitted), both hands required, and walking.

Basic Requirements:
Citizenship. Citizen of the United States
Education. Degree of doctor of medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
(1) Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted.
(2) Schools of osteopathic medicine approved by the American Medical Association for the year in which the degree was granted.
(3) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.
Licensure and Registration. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure. The facility Director may waive this licensure requirement if the physician is to serve in a country other than the United States and the physician has licensure in that country.
Residency. Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.

If board eligible, providers must demonstrate significant accomplishments in clinical practice, educational activities, research or administration which clearly distinguish them as having the highest professional qualifications in the specialty area to which assigned.

Recent substantial experience in provision of Emergency Medicine care (recent practice of the full range of ED procedures and practices) within the last 5 years, or recent graduation from a training program in Emergency Medicine and two years of administrative experience. Additionally, Board Certification in Emergency and that the candidate be ultrasound credentialed in compliance with the American Board of Emergency Medicine requirements is highly preferred.
