This position is located in the Human Resources Office (HRO) servicing Army and Air National Guard technicians. The primary purpose of this position is to serve as the statewide functional expert and point of contact with management, supervisors and employees in the administration of the employee benefits program.

AREA I = All presently employed Delaware Air or Army National Guard permanent federal technicians.

--Serves as the state's principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations.
--Develops policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations.
--Provides advice and guidance on technician training issues related to program requirements to successfully accomplish the state National Guard mission.
--Continually evaluates in-house courses to determine where guidelines need to be developed, course materials modified, and how students could better be served.
--Formulates, develops, implements and administers new or modified policy, systems, methods, and guidance on a variety of functions based on analysis of new or proposed laws, regulations, and policies to determine the impact on training and/or travel of technicians.
--Ensures optimum use of and control of Army National Guard (ARNG) and Air National Guard (ANG) federal financial resources.
--Performs other duties as assigned.
MILITARY REQUIREMENTS:

AFSC: 3S000, 3S2X1

- Minimum: E-5/ SSgt or SGT
- Maximum: E-7/ MSgt or SFC
The basic qualification requirements are indicated below. These requirements must be met in addition to all military requirements and selective placement factors indicated in order to be considered qualified for this position.
GENERAL EXPERIENCE:
Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE(GS-09): Must have at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
SPECIALIZED EXPERIENCE(GS-11): ... at least 36 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements. Experience assisting in the development of Human Resources policies and procedures. Experience advising management on Human Resources principles and practices:
**QUALITY OF EXPERIENCE**
Length of time is not itself qualifying. The applicant's experience will be evaluated on the basis of duties performed rather than strictly on the rank of the individual. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.
