Serves as the Assistant Commissary Officer, responsible for all store administration functions, fully sharing in the overall management, direction and control of the commissary.
Analyzes a variety of management reports to determine efficiency of operation and to recommend or implement changes.
Develops budget estimates & monitors program obligations and expense targets.
Acts as store sanitation coordinator, establishing controls for prevention of pilferage and ensures that sanitation, safety and security precautions are observed.

To qualify for this position, applicants must possess one year of specialized experience equivalent to the GS-09 grade level by the closing date of this announcement.
Applicants applying at the GS-11 level may use education to substitute specialized experience by possessing a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related; Education must have equipped applicants fully with the knowledge and ability to perform the work of the position. This would be evidenced by on-the-job training in food retail management or an internship or practicum in food retail management.
Specialized Experience demonstrates the knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices.
Examples of specialized experience include: Managing a commissary store, supermarket, or similar type of commercial retail food store; managing a department in a retail food store. Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store. Planning, standardizing, or controlling operations in an assigned group of commercial retail food stores. Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front end operations.
In addition to meeting the qualifications outlined above, you must also meet the following requirements:
Time-in-Grade: Current or previous federal employees must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-09 (or equivalent) level to be eligible for the this position. Education may not be substituted for time-in-grade.
Time after competitive appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of the announcement. (5 CFR 330.501)
