The positions are located within the Department of Defense (DoD), Deputy Inspector General for Policy & Oversight, Audit Policy & Oversight in Alexandria, VA. In these positions you will serve under a Program Director and will be responsible to perform broad and complex assignments for the following teams:
CONTRACT AUDIT OVERSIGHT (CAO) TEAM: Provides policy direction and performs oversight and quality assurance reviews of Defense Contract Audit Agency audits. In addition, the team performs follow-up reviews of corrective actions, assessment of hotline allegations, and other special reviews.
EXTERNAL QUALITY CONTROL (EQC) TEAM: Provides audit policy guidance and direction to DoD internal audit organizations on matters related to the Government Auditing Standards and DoD audit policy. In addition, the team performs oversight and external quality control reviews of DoD internal audit organizations. Further, the team reviews contracts for non-audit services and performs assessments of Hotline allegations and other special reviews.

Basic Requirement: A degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting/auditing courses. (The 24 hours may include up to 6 hours of credit in business law.)

A combination of education and experience -- At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. (Your background must also include one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality (this may include up to 6 hours of business law); A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirements, qualified applicants must possess one year of specialized experience equivalent to the lower grade in the Federal service:
GS-14: Applicants must have at least 52 weeks of specialized experience equivalent to the GS-13 level in the federal government or an equivalent level. Specialized experience is define as demonstrating skill in the following areas: FOR CAO: working knowledge of the Federal Acquisition Regulations and Cost Accounting Standards; conducting oversight reviews of highly complex contract audits including internal control system reviews, cost accounting standard reviews, forward pricing audits, incurred cost audits, and other types of contract audits. FOR CAO and EQC: analyzing work related to developing and executing audit and attestation engagement policies and programs; conducting oversight reviews of highly complex performance audits, financial-related audits, and attestation engagements; conducting quality assurance reviews of audits and attestation engagements; providing written evaluations of audit and attestation engagement work and reports; and writing reports and other products providing overall review results and recommendations.

(2). Skill in conducting complex audits or attestation engagements including project planning fieldwork, documentation, identification and development of findings and recommendations and follow-up activities.
(3). Skill in interpreting, applying, and revising professional standards, laws, regulations, policies, procedures, directives, instructions, and other criteria and in making recommendations when appropriate.
(4). Ability to write and manager the development of a wide range of written products including reports, review documentations, policies, procedures, regulations, instructions, and directives.
(5). Ability to communicate verbally including presentations and support of findings, recommendations, and alternative actions to senior level management and internal and external stakeholders.
(6). Knowledge of and ability to apply auditing and accounting principles, theories, techniques, and standards including generally government auditing standards (GAGAS).
