Responsible for providing civilian personnel advice and assistance. Attends required meetings and conferences. Develops and disseminates internal administrative policies and procedures. Interprets, analyzes and applies higher headquarters guidelines, regulations, policies, and assessing potential impact on the operating goals and objectives. Develops and presents briefings to the brigade staff, subordinate elements, and/or representatives from higher headquarters. Manages Civilian Drug Testing Program. Oversees and provides formal and informal performance management training to supervisors and managers. Develops and manages the budget. Works with Force Integration/Modernization (FI/M) staff on multiple TDAs to include the realignment of positions. Provides guidance to Command and management/supervisors to ensure position descriptions satisfy the changing need. Reviews updates to automated records and reports.

CONDITIONS OF EMPLOYMENT:
- Must be able to obtain and maintain a Top Secret security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
-In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
-TDY will be required 25% or less of the time.
-All INSCOM employees may be subject to extended TDY or worldwide deployments, including to hostile fire zones during crisis situations to perform mission essential functions as determined by management.
-Must be able to obtain and maintain a valid state driver's license.
