The Office of Inspector General (OIG) is an independent office within the Department of Agriculture whose mission is to promote excellence, integrity, and accountability throughout the USDA. The OIG conducts investigations, audits, and inspections in order to enhance effectiveness and efficiency and to prevent and detect waste, fraud, and mismanagement in USDA programs and operations.
This position serves as an entry-level Statistician for the Assistant Inspector General (AIG), Office of Data Sciences, USDA, OIG. The AIGA is responsible for developing, coordinating, conducting, and overseeing data mining and analytical research efforts of USDA's programs and operations in the prevention of fraud, waste, and abuse.
Recent Graduate appointments are intended to last for 1 year. This is an excepted service appointment. This Pathways Recent Graduate Program offers candidates the opportunity to gain valuable on-the-job training and experience related to the Data Analytics career field. Recent Graduates who satisfactorily complete the USDA Recent Graduates Program and meet all eligibility requirements for conversion may be non-competitively converted to a term or permanent appointment in the competitive service. The Statistician will perform the following duties:
WHO MAY APPLY: Recent graduates from a qualifying educational institution having completed an academic program within the preceding two years. Note: Veterans who were precluded by their military service obligation from meeting this requirement will have up to six years to apply.

A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate with at least a 3.0 GPA from a qualifying educational institution within the previous two years; -OR-

BASIC REQUIREMENTS: Applicants must have successfully completed one of the following:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR
B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
MINIMUM QUALIFICATIONS REQUIREMENT FOR GS-07
Specialized Experience for GS-07: Applicants must have one year of specialized experience equivalent to at least the GS-05 level in the Federal service working as a trainee statistician performing basic statistician tasks or duties, or shadowing a coworker in writing procedures for clerical, automated, or computer-assisted statistical survey operations; assisting in the design and development of specifications to be used in carrying out statistical surveys or studies, applying or using standard statistical methodologies and analyses, and assisting in developing a report on a statistical study or survey; or you have had at least one year experience collecting raw data for large scale statistical surveys or studies.
Substitution of Education for Specialized Experience:
GS-07: One full year of graduate level education that demonstrates the competencies of the position. OR
Equivalent Combination of Education and Experience: To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree and divide by 18 semester hours or equivalent. Then take the number of months of full-time experience and divide by 12. OR
Superior Academic Achievement: Applicants who meet the criteria for for S.A.A. as evidenced by one of the following three methods: in the upper third of their graduating class in the college, university, or major subdivision, based on completed courses; OR have a GPA of 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final two (2) years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the applicants major field or the required courses in the major field completed during the final two (2) years of the curriculum; OR the applicant is a member in one of the national scholastic honor societies.
MINIMUM QUALIFICATIONS REQUIREMENT FOR GS-09
Specialized Experience for GS-09: Applicants must have one year of specialized experience equivalent to at least the GS-07 level in the Federal service working as a trainee, using some judgment in selecting the operational approaches and statistical methods. Your assignments included work in assisting in designing and developing specifications for data collection and data processing requirements, operating procedures, and operational schedules for statistical studies and surveys while applying statistical analytical tools and assisting in the development of professional papers or reports on raw data; or you have had at least one year of experience coordinating field data collection activities for large scale statistical surveys or studies.
Substitution of Education for Specialized Experience: GS-09: A Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with major study in statistics, or related discipline may be substituted to meet the specialized experience requirement.
To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education.
