As a Contract Specialist at the GS-1102-11, some of your typical work assignments may include:
· Providing customer outreach and assistance in managing various procurement actions;
· Developing and evaluating contracts associated with the procurement of goods and services to support USMS District and Headquarters Offices;
· Participating in the planning, development and establishment of the best contractual strategy for an acquisition;
· Interpreting acquisition regulations and policies within the Federal Acquisition Regulation (FAR) and Justice Acquisition Regulation (JAR);
· Examining proposals for compliance with specifications, purchase descriptions and applicable clauses;
· Reviewing requisition packages for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements; and
· Providing additional support to various customers throughout the US Marshals Service.
Only experience and education obtained within 30 days of the closing date of this announcement will be considered.
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
BASIC REQUIREMENT: All applicants must meet one of the following basic requirements. Applicants MUST submit a copy of their transcripts for verification.
A. Successful completion of a 4-year course of study leading to a bachelor's degree with a major in any field;
OR
B. Successful completion of at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management;
OR
C. On January 1, 2000, held a GS-1102 position in the Federal Service. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirement for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade GS-12. However, employees must meet specialized experience requirements when seeking another position.
MINIMUM QUALIFICATIONS: In addition to the Basic Requirement listed above, all applicants must possess the following specialized experience and/or education to be considered minimally qualified:
A. One year full-time of specialized experience equivalent to the GS-09 grade level in the Federal service that included: 1.) Analyzing the elements of cost in contractor proposals to make competitive range determinations; 2) Ensuring performance meets requirements and determine appropriate corrective actions for deficiencies; 3) Serving as point of contact with contractors to interpret contractual obligations and resolve problems; 4) Preparing pre-solicitation documents to establish a clear understanding of what is required under a proposed contract; and 5) Negotiating contract modifications for work within the scope of the contract.
OR
B. Three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (must submit transcripts).
OR
C. You have an appropriate combination of successfully completed graduate education and specialized work experience. To determine your combination, first compute your experience as a percentage of the experience listed in A above; then determine your education as a percentage of the education listed in B above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess of 2 (two) full year (36 semester hours) may be used to qualify (must submit transcripts).
