As a Employee Relations Specialist, assists the NAF Human Resources (HR) Officer in implementing official NAF policies, regulations and directives pertaining to employee relations, labor relations (if applicable), performance administration, workers' compensation administration and suitability adjudication for federal employment. Serves as a Labor Relations Specialist for a serviced workforce covered by a collective bargaining agreement.
Provides continuing technical advice and assistance to assigned organizations in resolution of employee relations issues regarding discipline, adverse action, grievances, performance management and recognition, employee counseling and related functions. Identifies, analyzes and resolves problems which require the interpretation and adaptation of standard operating practices, local and/or Army policies for delivering effective HR services to customers. Develops and delivers briefings, project papers, status/staff reports and correspondence to managers in order to analyze issues, trends and mitigation strategies for employee-relations issues.
Ensures disciplinary actions are taken in accordance with regulation. Gathers background information and prepares formal correspondence on full range of disciplinary actions. Advises and assists employees, managers and supervisors on grievance procedures and appropriate options for proper resolution of conflicts or problems. Ensures that official case files are properly maintained with complete documentation to support recommended or final action. Drafts letters of reprimand, proposal and decision letters for management to review, sign and issue. Reviews and advises management on performance plans and provides technical support. Coordinates with legal officials, ethics officers and equal employment officers regarding a full range of complex issues.
Reviews and evaluates the content of detailed background investigations, identifying elements of information in accordance with current standards, and formulating administrative or adjudicative actions as necessary. Researches various databases and programs, etc., to obtain personnel security and other pertinent information.
Assists in administering the performance appraisal program, coordinating with management that appraisals are completed. Partners with employee, managers and third-party administrators to administer the organization's Workers Compensation program.
Provides employee counseling for NAF retirement, benefit, pay issues, and employee grievances. Investigates and processes complex benefits issues such as retroactive benefits enrollments and portability of benefit issues or retirement actions. Out-processes employees, advising of potential benefits options. Conducts and presents modules during employee and management training courses to meet yearly training requirements.
May monitor, direct, train and oversee a team of lower graded subordinate staff when required. Maintains full visibility over all Requests for Personnel Actions from initiation by management to completion and provides advice/assistance in all stages of the process. Screens requests for personnel actions and related documents for completeness and accuracy. Reviews and authenticates personnel actions when approval and signature authority is delegated from senior leadership.
Makes periodic visits to serviced activities. Continually reviews work of subordinates and continually audits all files and employee records for compliance.
Performs other duties as assigned.

This is a CHRA NAF Career Path I position.Incumbent must complete the requirments for CHRA NAF Career Path I within eighteen (18) months of entrance into CHRA Career Path I.
Possess twenty-four (24) months of work experience in a federal human resources office or equivalent which demonstrates knowledge to apply Nonappropriated Fund and federal employee and/or labor relations laws and regulations. Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated employee relations problems and issues. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and the ability to work with a variety of human resources information systems. The related work experience must have been equivalent in difficulty and complexity to the next lower pay band (NF-03).
Highly Preferred: In addition to above minimum qualification requirements, applicants will possess twelve (12) months of prior work experience in a NAF Human Resources Office in an employee relations capacity and have completed CHRA NAF Career Path I.
