The incumbent will oversee the Regional Procurement functions in the NAF Support Office. The primary function of this position is to provide technical authority and expertise in all matters pertaining to Non-Appropriated Fund (NAF) procurement and contracting support for Morale, Welfare and Recreation (MWR), Navy Gateway Inns and Suites, Child & Youth Programs, Dining Services and other NAF programs located at Navy installations in the Southwest Region of the United States.

QUALIFICATIONS REQUIRED
A comprehensive knowledge of the Navy’s NAF procurement policies is required
Must have a basic understanding of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) as they pertain to appropriated procurements for activities associated with Quality of Life (QOL) and Physical Readiness Programs
Must have a professional understanding of the competitive basis for all NAF contracting and a clear understanding of the contract processes associated with NAF procurement
Ability to review purchase requests to determine which procurements are authorized as appropriated fund purchases and which must be non-appropriated
Must be able to analyze various bids to determine if they are in accordance with regulations and that the contract award is the most favorable for the NAF activity
Must have the ability to independently resolve complex purchasing issues
Must possess strong communication skills and be able to write complex contracts
Possession of NAFI contract warrant preferred
Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
