ENTRY LEVEL: This is a developmental assignment to Target position Child and Youth Program Assistant (Target Level-4), CY-1702-02, Job #AM299. Serve as a Child and Youth Program Assistant (CYPA) in one or more Child and Youth Service (CYS) programs. Maintain control of and accounts for whereabouts and safety of children and youth. Assist in providing and leading planned activities for program participants. Help establish a program environment that promotes positive child and youth interactions with other children, youth and adults. Help prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily schedule. Use prepared curriculum/program materials and assist with developing a list of needed supplies and equipment. Interact with children and youth using approved child guidance and youth development techniques. Interact professionally with staff members, parents, and the Command. Supervise children and youth during daily schedule of indoor and outdoor activities, on field trips, outings and special events. Promote and model safety, fitness, health and nutrition practices. Notify supervisor on health, fire, and safety compliance concerns. Help arrange for/serve appropriate snacks/meals where applicable. Observe a program participant for signs that may indicate illness, abuse or neglect and reports as directed. Note special instructions provided by parents. Ensure children and youth (as applicable) depart with authorized person according to written parental instruction. Assist in maintaining program participation data and completing required daily reports. Provide care/supervision, oversight, and accountability for program participants in compliance with DoD, Army and local policies, guidance, and standards. Complete designated training requirements and records and tracks completed training on own Individual Development Plan (IDP). Participate in program evaluation as required. Assist in achieving and maintaining DoD/Army certification and national accreditation or Army equivalent. Perform other related duties as assigned.

Implement activities and special events that meet the physical, social, emotional and cognitive needs of children and youth. Help prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily schedule. Assist children and youth with special projects, homework and life skills. Prepares and implement program options for children and youth with special requirements. Review, provide input to, and implement schedules and activity plans. Demonstrate, instruct, lead and facilitate planned and spontaneous program activities. Set up displays and bulletin boards. Interact with children and youth using approved child guidance and youth development techniques. Interact professionally with staff members, parents, and the Command. Participates in conferences with parents and staff. Brief other employees and parents. Supervise children and youth during daily schedule of indoor and outdoor activities, on field trips, outings and special events. Promote and model safety, fitness, health and nutrition practices. Notify supervisor on health, fire, and safety compliance concerns. Help arrange for/serve appropriate snacks/meals where applicable. Explain and model program guidance, procedures, policies and directives to entry and skill level staff. Model appropriate behaviors and techniques for working with children/youth.
Conditions of Employment:
A one-year probationary period may be required.
Must meet all qualification/eligibility requirements.
Must complete and pass a pre-employment physical.
Complete and sign a DA Form 3433 prior to entrance on duty.
Employee would be on a variable tour and may be required to work days, evenings, weekends and holidays.
All required background checks must be successfully completed and maintained to include the initiation/completion of Child and Youth National Agency Check with Inquiries(CNACI). Satisfactory completion of required training must be accomplished within three months of appointment leading to reassignment to CYPA (Skill Level-3). Failure to achieve desired training with demonstrated competence may result in separation.

ENTRY LEVEL:
Candidate must:
- Possess a high school diploma or GED certificate.
- Be able to communicate in English (both written and verbal).
- Be 18 years of age at the time of appointment.
- Possess and maintain the physical ability to lift and carry up to 40 pounds, walk, bend, and stoop and stand on a routine basis. Duties may involve working both indoors and outdoors.
- Documentation of good mental and physical health and freedom from communicable disease.
- Satisfactory completion (no convictions of child abuse, molestation, neglect, or battering; or drug related offense) of Local and National Background Checks.
SKILL LEVEL:
Meet Entry-level requirements and candidate must:
- Possess three (3) months experience working in a group program with children and/or youth.
- Completion of Army Entry Level Training Certificate (Air Force/Navy equivalent).
OR
- Meet Entry-level requirements and demonstrated satisfactory performance.
- One year of education above high school level which included nine (9) semester hours of college credit in early childhood/elementary/secondary/special education, child/youth development, psychology, human development, youth program administration, recreation or related behavioral sciences, or one (1) year vocational certificate in childcare.
TARGET LEVEL:
Meet entry-level requirements and candidate must:
- Meet skill-level requirements and demonstrated satisfactory performance.
- Possess twelve (12) months experience working in a group program with children and/or youth.
- Completion of Army Foundation Level Training Certificate (Air Force/Navy equivalent).
OR
- Two (2) years of education above the High School level, which includes twelve (12)- semester hours of college credit in early childhood/elementary/secondary/special education, child/youth development, psychology, human development, youth program administration or related behavioral sciences.
A Payment of Permanent Change of Station (PCS) costs is not authorized.
