The programs directly involve 409 national park units, over 4,677 facility mgmt. employees, and account for more than $700 million of the bureau's annual budget. This position is located in the Park Facility Management Division (PFMD) under the supervision the Chief of the PFMD. As the Facililty Managemen Specialist you are responsible for , providing technical and administrative advice, policy direction and oversight for a wide variety of diverse and complex maintenance, repair and rehabilitation and construction projects for administrative and visitor use roads and trails; boat launch ramps; electrical, water and wastewater utility systems; bridges; buildings; campgrounds; historic structures and grounds; storm damage, etc. proposed throughout the NPS for funding under this congressionally approved mechanism. Also,coordinating Repair and Rehabilitation (R/R) facility management program planning, program refinements, external agency information and reporting obligations, and field program support for 300-350 concurrent projects in parks in all 7 NPS Regions, totaling more than $100 million/year.

For the GS-12 grade level, you must have specialized experience equivalent to the GS-11 graded level, providing R/R or other Facility Management Program project management services at the national or regional level, defining a multi-year program and obligation strategies for the R/R, cyclic maintenance, line item construction or Recreation Fee expenditure program and tracking program expenditures through a Multi-Year Plan (e.g. 5-Year Deferred Maintenance and Capital Improvement Plan, Recreation Fee Comprehensive Plan). Project management experience included providing technical and administrative project management services for a wide variety of extremely diverse and complex maintenance, repair and rehabilitation and construction projects for administrative and visitor use roads and trails; boat launch ramps; electrical, water and wastewater utility systems; bridges; buildings; campgrounds; historic structures and grounds; storm damage, etc. proposed for funding by the National Park Service.
For the GS-13 grade level, in addition to the requirements listed above for the GS-13, you must have experience using the current NPS FMSS (Facility Management Software System), PMIS (Project Management Information System) and FBMS (Federal Business Management System) software tools to inventory and complete constructed facility condition assessments, and to plan, formulate, budget, track and complete critical facility deferred maintenance and construction projects. Specialized experience also includes developing and overseeing an internal expenditure audit program and associated corrective actions and consequences to validate compliance with program requirements, priorities, policies and program parameters. I communicate effectively orally and in writing, analyze problems quickly and effectively negotiate solutions to a wide variety of facility management rehabilitation, cyclic maintenance and/or construction program and project conflicts when participants have different expectations and philosophic approaches to planned projects. I am experienced in producing and reviewing studies, reports, plans, specifications and other documents, and drafting responses to Congressional, IG and GAO inquiries.
Time-in-Grade Requirements: Time-in-grade requirements must be met by the closing date of this announcement.
