You will serve as a Project Manager responsible for the overall management, control, coordination, and execution of assigned projects. You will also serve as the leader of a project delivery team (PDT), and you will be responsible for ensuring that assigned project work is executed within applicable authority, policy, regulations, budgets, guidelines, and supervisory direction. You will coordinate with PDTs (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.) to plan projects and prepare estimates of scope, schedule, budget, and resources to deliver essential products and services according to commitments. You will also perform the following:
Control and manage project milestones and budgets from planning through construction and initial operations
Participate in District programming decisions affecting long and short range courses of action for assigned projects
Monitor obligations and expenditures schedules to ensure maximum use of available funds
Coordinate the planning, design, cost engineering, construction, and environmental restoration, etc., for engineering projects
Serve as the District's primary point of contact for projects assigned with sponsor/customer; Federal, state, and local government agencies; Congressional interests; other external organizations; and higher authorities

Experience Required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing at least 2 out of the 3 following duties: 1) coordinating the planning, design, cost engineering, or construction of a civil works project; 2) managing civil works project budgets and schedules; 3) providing information to customers, contractors, or senior leadership on project execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 (or equivalent).

Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.-OR-
Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.
-To meet the minimum education requirement for the Architect occupational series - 0808, you must have one of the following:
Degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.-OR-
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
The adequacy of such background must be demonstrated by at least one of the following:
A) Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. OR B) Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
-To meet the minimum education requirement for the Engineering occupational series - 0801, 0810, 0819, 0830, and 0850, you must have one of the following:
Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR-
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
-To meet the minimum education requirement for the Physical Scientist occupational series - 1301, you must have one of the following:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.-OR-
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
To meet the minimum education requirement for the Chemist occupational series - 1320, you must have one of the following:
Degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. -OR-
Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
-To meet the minimum education requirement for the Geologist occupational series - 1350, you must have one of the following:
Degree in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. -OR-
