The Director, OMIFM leads and oversees the design, establishment, and maintenance of an integrated financial management system for NIAID. The Director, OMIFM reports to the Deputy Director for Science Management and offers a unique and exciting opportunity to be the primary advisor to the Director and senior staff on NIAID's financial issues. The Director, OMIFM will utilize budgeting, accounting and managerial-financial data that considers actual program performance in relation to planned objectives and resources, as well as financial plans for future program activities, in advising Institute leadership on fundamental financial elements of program development, execution and evaluation. Provides overall leadership and coordination for all aspects of budget analysis and financial management for NIAID appropriated and non-appropriated funds and for the development of broad NIAID-wide budgetary plans, policies, procedures, and systems to implement OMB, HHS, and/or NIH financial management directives. Directs large number of very broad, highly complex analyses of NIAID's national and global operations and resource use to identify and forecast the Institute's long-term critical resource requirements. Such analyses include weighing priorities and assessing available resources of competing national research programs for potential realignment of critical resources; translating broad research agendas into critical future resource requirements; and developing long range plans that are executable at the programmatic mission level. Through subordinate supervisors and team leaders, plans, organizes, manages, and provides executive oversight and leadership for all activities within the OMIFM comprised of a diverse staff of 37 professionals engaged in financial and human capital asset management.
