The Office of Inspector General is responsible for conducting audits, investigations, inspections and other activities of the programs and operations of the Department of State and United States Agency for Global Media (USAGM), and recommending polices that promote economy and efficiency in the administration, and prevent and detect fraud and abuse.
The Executive Office of the Inspector General provides comprehensive management and administrative support services to the OIG. Services include strategic planning, internal controls and compliance (including OIG's MIS), budget, personnel management, information technology management, workforce planning, reports and publications, general support, contract and procurement services, and security.
This position is responsible for supervising both the Budget and Travel Office staff and performs supervisory duties. The incumbent will administer the OIG's internal planning, budgeting, and accounting functions and (1) performs a wide variety of administrative and analytical duties related to budget formulations, justification, presentation, execution, reviewing, analyzing, and interpreting legislation, appropriations language, OMB directives, and other Department and Federal guidelines pertaining to budget;(2) establishes and applies accounting theories, concepts, principles, and standards; (3) ensures financial systems, operations, internal controls and reports meet the requirements of law, reviews, and interprets federal legislation, rules, standards, and regulations;(4) responds to Congressional, OMB, IG Peer Review and other oversight reports, determine corrective action and ensures corrective actions are responsible for the review, justification, and presentation of the budgets for the program offices; (5) provides authoritative interpretations of Congressional legislation and OMB policies and procedures; (6) ensures that the budget is effectively managed and provides information enabling leadership to make the best possible funding decisions to carry out its mission; (7) responsibilities include funds controls and economic surveillance over internal and external actions, revisions of plans when major unforeseen events occur; (8) evaluates the progress in execution of the master plan, program objectives, and utilization of funds; (9) develops internal methods, procedures and controls to ensure adequate funds control and effective execution of appropriations are made available; (10) develops policy to support higher echelon planning documents and directives, and formulates instructions for implementation. (11) prepares and presents special studies and briefings for the purpose of presenting plans or furnishing and securing funds.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.
