The Executive Director Strategic Planning and Analysis is an executive aligned under the Veterans Health Administration (VHA), Chief Strategy Office and has the responsibility for developing the VHA Long Range Plan. The Executive Director Strategic Planning and Analysis, within the Chief Strategy Office, has the responsibility for developing a strategic planning framework to include the VHA Long Range Plan for Veterans Health Administration (VHA) and maintaining it to effect implementation of Department of Veterans Affairs (VA) and VHA strategic goals, objectives, priorities, key actions, outcome measures milestones and targets. This incumbent directs VHA's strategic planning efforts and provides guidance and technical expertise to key VHA officials, VHA strategic planning and policies and ensures the coordination, integration, and synchronization of planning activities at the strategic, operational, and tactical levels to enhance, alignment with the VA Strategic Plan; and coordination with VA - Department of Defense strategic planning and analysis. In addition, the incumbent has the responsibility for conducting strategic analysis that includes market area assessments and evaluation of the VHA 95 market areas and providing health analysis and information to ensure that VA can meet the healthcare demands of the Nation's Veterans.
The Executive Director, Strategic Planning and Analysis reports to the Chief Strategy Officer. The responsibilities include, but not limited to:
Leads, manages, directs the formulation and analysis of health care related policy and planning issues; develops, analyzes, implements, and coordinates system-wide planning goals, objectives, strategies, requirements, and procedures including evaluative tools and planning models to support the Department and VHA operations, program development and policy issues.
Leads and manages the assessment of key trends in health care and translating them as appropriate into strategic guidance for VHA. Manages strategic issues for policy formulation and resolution by the organization.
Prepares directives, regulations and other policy documents to support decision making by national governance bodies including the Governance Board, Strategic Directions Committee and the Under Secretary for Health. Assesses, develops, and implements policy and planning information resources and tools.
Develops analyses, assessments and evaluations associated with the 18 Veterans Integrated Service Networks (VISNs) and 95 VHA healthcare market areas to include the integration of standards from over 60 program offices, strategic management of pertinent healthcare, design and application of strategic analytics and modeling methods to make recommendations on improvements to the enterprise-wide systems to include effects on Veterans, workforce, skills, services, facilities and infrastructure.
Conducts targeted surveys to provide health analysis and information on strategic areas of focus.
Analyzes VA, VHA, and VISN planning documents to identify policy issues that need further development and resolution. Analyzes national documents such as Congressional bills, Office of Management and Budget guidance, and external reviews to identify policy issues that impact on VISN planning. Leads, directs, coordinates and prepares national analyses and reports related to health care planning.
Provides policy direction, expert advice and guidance to VHA leaders on aligning and integrating capital asset initiatives with corporate strategies and Departmental goals and objectives.
