The incumbent serves as the Program Manager of the VABHS Posttraumatic Stress Disorder Program Jamaica Plain campus. This program is an interdisciplinary outpatient clinic which includes a general PTSD team and a Women's Trauma Recovery team. The program provides direct care for Veterans with highly complex clinical needs including PTSD and a wide range of co-occurring psychiatric conditions. Veterans served by the PTSD program often have significant medical, legal, and social problems such as homelessness, unemployment, and legal involvement.
Program Management Responsibilities :
- Broad program management responsibility for overseeing the daily operations of the Jamaica Plain PTSD program.
- Responsible for developing and delivering programming that includes consultation, assessment, evidence-based individual and group therapies, and psychopharmacology for psychiatric symptoms.
- Responsible for supervising an interdisciplinary clinical staff, ensuring the cohesive functioning of the team and the delivery of high-quality clinical care.
- Serves as the primary administrative supervisor for an interdisciplinary team of eight employees in the PTSD program. This includes, as appropriate, completing proficiency reports/performance appraisals, maintaining labor mapping, monitoring productivity, managing clinic profiles, and approving leave requests.
- Responsible for assessing the needs of veterans on an ongoing basis and making changes in programming to respond to the needs of veterans. Advocates for new resources when these are needed to improve care.
- Responsible for working with Mental Health Leadership and Human Resources to fill staff vacancies when these occur. Responsible for reviewing applications, interviewing candidates, and making final selections together with Section Chiefs.
- The JP PTSD program also serves as a psychology training experience for approximately 20-30 psychology trainees at various levels.
- Oversees staff meetings in the JP PTSD Program, encourages participation in solving problems, mediates conflicts between employees, and works to create a safe environment for employees so that divergent interests, backgrounds and points of view are represented.
- Provides clinical consultation for difficult cases, assisting team members in managing referrals to PCBH and triaging of cases.
- Responsible for assigning duties, developing performance plans, completing yearly performance appraisals, and making recommendations for special contribution awards and other incentives for outstanding performance. Manages all performance improvement plans and disciplinary actions when an employee's performance is unsatisfactory. Serves as the liaison to the Union and/or Human Resources when necessary regarding employee matters.
- Manages leave requests from supervisees and coordinates leave to ensure that proper coverage is provided. Responsible for ensuring that appropriate care and coverage is provided within the outpatient clinic.
- Responsible for ensuring that staff meets all clinical competencies and that staff remain knowledgeable about policies and procedures related to safety within the program.
- Ensures that employees have the training and tools necessary to complete their duties.
- Responsible for implementing all new VA local and national performance measures related to outpatient care and implementing changes to meet updated regulations and standards.
- Responsible for initiating and maintaining a system of measurement-based care for veterans seeking care in the program.
Clinical
- Provides a broad range of empirically based individual and group-based psychotherapeutic interventions with particular emphasis on treatment of PTSD and related disorders (e.g. substance use disorders, depression, anxiety disorders, and personality disorders) appropriately tailored to the individual needs of complex, multi-diagnosed patients.
- Provides measurement-based care including the administration and interpretation of assessment instruments, and incorporation of information in treatment and discharge planning.
- Consults with treatment teams within the Trauma Recovery Section regarding the psychological and cognitive status of veterans in the program and works with providers to create treatment plans that are consistent with veterans' goals.
- Facilitates weekly interdisciplinary treatment planning meetings and responds to emergency consults from treatment teams.

(a) Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.
2. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.

(c) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Psychologist program managers have broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services that are important program components of the facility and that significantly impact the health care provided to Veterans. Programs include but are not limited to addiction, posttraumatic stress disorder (PTSD), mental health intensive case management (MHICM), mental health compensation and pension examination (C&P) programs, Psychosocial Rehabilitation and Recovery Centers, inpatient mental health, residential rehabilitation, domiciliary, palliative care, neuropsychology, and internship and postdoctoral fellowship training programs; management of an offcampus site; psychology program oversight and coordination throughout the facility and its affiliated clinics as a psychology executive, typically at lower complexity facilities. Decisions made by the Program Manager affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. The type of program managed and scope of responsibility are critical aspects of the assignment at this level. Responsibilities include operation and management of key clinical, training, research, or administrative programs to include full responsibility for managing the day to day activities of those programs. Responsibility may include supervision of staff but is not required. Psychologist Program Managers are responsible for strategic planning to ensure the provision of high quality services to meet the needs of the Veterans being served and planning, and developing and implementing short- and long-term goals and objectives consistent with the program's strategic plan. They have oversight of administrative and programmatic resources and deploy those resources in support of the program needs. They develop and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements, and monitor outcomes using data-driven quality assurance processes, and implement strategies for improvement based on data analysis.
