As a Pathways Recent Graduate (Safety and Occupational Health Specialist), GS-0018-09, you will perform the following major duties:
Manages the agency's uniform program, to include serving as the Contracting Officer Representative (COR) for vendor contracts, maintaining required inventory, serving as the primary liaison with Acquisitions and Administrative Officers regarding purchasing and vendor contracts, and ensure efficiency and effectiveness of the program.
Conducts, and reviews annual and periodic safety inspections of worksite locations, to include the office environment and accident investigation scenes across all modes of transportation that the agency investigates and identifies hazards and evaluates risk potential for harm to employees.
Applies safety and occupational health laws, regulations, practices, and procedures throughout the agency. Determines the extent of compliance with established requirements during evaluation/inspection of work sites to recommend corrective action and establish deadlines to ensure actions are taken when non-compliance and records violations exists.
Assists with planning and implementation of training and outreach programs to promote safety and occupational health goals among NTSB employees and managers. Coordinates training course implementation, to include announcements, scheduling, and tracking completion.
Establishes productive working relationships with NTSB staff and leadership to identify and implement employee health and safety measures.
Physical Demands: The work includes frequent inspection and survey of worksites or accident scenes which require extensive walking, lifting (50 pounds or more), standing, bending, crouching, etc. The incumbent must be available for infrequent deployment to transportation accident sites, which may include exposure to long hours in austere environments.
Work Environment: Work is primarily sedentary and performed in an office environment or classroom setting, where normal safety precautions are required. However, field work may require the incumbent may be exposed to a variety of weather conditions and other environmental discomforts, unforgiving topography, and debris hazards. Also, while risk assessments are made, appropriate mitigation measures taken, and personal protective equipment used, there remains the possibility of exposure to poisonous, explosive, or other hazardous materials associated with the accident sites to which the agency deploys.

Individual Occupational Requirements:
EDUCATION: Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. SPECIALIZED EXPERIENCE: Applicants MUST possess one year of specialized experience equivalent to the GS-07 that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and are typically in or directly related to the position being filled. Qualifying experience may be obtained in the private or public sector. Specialized Experience is defined as: Experience managing a safety or occupational health project or program elements (i.e., safety inspection, evaluation, or uniform programs); provide draft safety and occupational health or other policies and procedures; coordinate outreach programs to promote safety and occupational health goals and communicate with a variety of stakeholders to ensure a safe and healthful working environment.

You must have a combination of specialized experience and education beyond a graduate degree as described above.
