The role of the Directorate for Technology, Innovation, and Partnerships (TIP) Staff Associate for Technology Policy and Strategy is guided by the goals of the NSF's Strategic Plan: 1) Transform the frontiers through seamless integration of research and education as well as close coupling of research infrastructure and discovery; 2) Innovate for society through tight linkages between NSF programs and societal needs and emphasis on the role that new knowledge and creativity play in economic prosperity and society's general welfare; and 3) Perform as a model organization by emphasizing the importance to NSF of attaining excellence and inclusion in all operational aspects.
TIP programs aim to accelerate key technology focus areas, leading to breakthrough and commercially-viable technologies as well as solutions to societal and economic challenges. The Staff Associate for Technology Policy and Strategy is responsible for developing strategic plans to inform the pursuit of key technology focus areas over a five- to 10-year horizon. In addition, given that these key technology focus areas may require different research security protections than more traditional NSF programs, the TIP Staff Associate for Technology Policy and Strategy will assess the research security risks and needs of each of those programs in close coordination with the NSF Chief of Research Security Strategy and Policy (CRSSP).
It is NSF policy that NSF personnel employed at or IPAs detailed to NSF are not permitted to participate in foreign government talent recruitment programs (Foreign Talent Definitions). Failure to comply with this NSF policy could result in disciplinary action up to and including removal from Federal Service or termination of an IPA assignment and referral to the Office of Inspector General.
