The Human Trafficking Coordinator (HTC) in the Civil Rights Division's Criminal Section is an expert in human trafficking investigations and prosecutions as well as in advising attorneys, Department of Justice (DOJ) components, and other law enforcement partners in human trafficking-related issues. The HTC also possesses significant experience and expertise in working with individuals and organizations outside of the DOJ to further all aspects of the DOJ's anti-human trafficking efforts.

As Human Trafficking Coordinator, the successful candidate is responsible for:
A. SPECIALIZED EXPERIENCE: Candidates must have one (1) year of specialized experience at the next lower grade (GS-15/GG-15/Pay Band 4/5) or equivalent or specialized experience obtained in the private sector related to the duties of this SL position.
B. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): A supplemental statement (in addition to a resume) must be submitted separately addressing each MTQ. The narrative for each MTQ must be limited to no more than one page per MTQ, or you will be removed from consideration for this position. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as most Recruitment Panel and Executive Resources Board members may consider experience older than 10 years to be outdated. Applicants must reflect superior technical qualifications demonstrated through specific experience in the following:
MTQ 1 - Demonstrated significant experience and expertise in personally handling and/or coordinating human trafficking criminal investigations and prosecutions; analyzing, developing, and disseminating legal guidance and expert knowledge related to human trafficking; advising and guiding attorneys and law enforcement partners (federal, state, local, and tribal) in handling human trafficking prosecutions; and working cooperatively with internal and external stakeholders, survivors,
survivor advocates, and other organizations in the anti-human trafficking community.
MTQ 2 - Ability to establish and implement an organizational vision; develop a plan for implementing strategic change; develop and advance policy, regulatory, and statutory initiatives; and build coalitions and identify opportunities for collaboration with partners within and outside the organization in order to effectively enforce the applicable statutory provisions.
MTQ 3 - Demonstrated experience communicating effectively on complex legal and technical issues through oral and written communication, including the ability to advocate successfully with diverse stakeholders, external partners and individuals or groups having differing and often conflicting interests, on matters related to the successful execution of a large-scale organization's mission, programs and projects.

The Civil Rights Division ("CRT" or "Division") of the Department of Justice, created by the enactment of the Civil Rights Act of 1957, is primarily responsible for enforcing federal statutes and executive orders that prohibit, among other things, unlawful discrimination in education, employment, housing, police services, public accommodations and facilities, voting, and federally funded and conducted programs. The laws that the Division enforces also prohibit conduct by law enforcement agencies, as well as conditions of public residential institutions, such as health care and correctional facilities, that violate the constitution.
The Criminal Section investigates and prosecutes cases throughout the United States involving the interference with liberties and deprivation of rights defined in the Constitution or federal law. Criminal Section prosecutors handle cases involving law enforcement misconduct, including but not limited to, instances of excessive force and sexual misconduct. The Section also prosecutes hate crimes, that is, acts of violence or threats of violence motivated by bias based on statutorily-protected characteristics. Criminal Section prosecutors also handle human trafficking matters, involving compelled or coerced labor, services, or commercial sex acts. Finally, the Criminal Section prosecutes acts of violence or threats of violence that interfere with an individual's freedom to access reproductive health services or clinics.
