As a Supervisory IT Program Manager (Deputy CDO), you will:
Serve as immediate supervisor of a highly technical program and employees involving the development of major IT aspects of key agency and programs with national significance. Establish an organizational environment that positively influences employees' ability to deliver high quality products and services. Manage division resources to maximize the effective and efficient use of funds and employee skills. Reviews operational costs, operating schedules, and performance.
Direct development of budgets and staffing plans that accurately account for current and future requirements. Provide technical supervision necessary for accomplishing the work of Division. Perform first level administrative and human resource management functions relative to the staff supervised in the areas of selection, promotion, and position classification. Set team and individual goals to achieve overall OCIO and DOT strategic goals and objectives.
Serve as Deputy Chief Data Officer and expert advisor to the Chief Data Officer in the oversight and management of DOT data strategy and agency open government data efforts enterprise-wide, sharing with the CDO the responsibility for providing leadership in carrying out Department-wide responsibilities in data governance and information management for DOT programs. Plan, direct and coordinate a Department-wide effort for the systematic evaluation of agency programs and the development and analysis of alternative feasible policies and program strategies.
Establish effective alliance and partnership with industry leaders and high-level program managers to direct and manage data-related projects, acquire enterprise and communications support services and integrate them into the overall project effectively so that DOT can achieve its missions and goals.
Operationalize day-to-day work associated with data governance and information enterprise-wide and ensure data is being developed as a viable resource for current and future needs both inside and outside of specific Information Technology (IT) systems. Ensure data is easily accessible and can be transformed into new formats and knowledge; and all potentially public information is accessible via the Agency’s public website or media.
Oversee implementation of policies and procedures regarding use and release of DOT data, promoting maximum access to data for internal and external users while maintaining beneficiary privacy and security, oversees policy surrounding security standards, compliance, and best practices for open data and oversees implementation of policy for protecting data from unauthorized disclosure.
Ideal Candidate: OST is seeking a professional who is passionate about data and how the government can use to data to be more effective and efficient. The ideal candidate will have experience leading teams that work with data and provide shared services.
