This position is part of the WAPA-DSW-Desert Southwest Region. You will be responsible for applying advanced electrical engineering theories, concepts, & principles while providing engineering consultations & expert advice on proposed plans and designs of electrical engineering projects including high voltage, (69kV or higher) power system substation & transmission line, equipment, & facility upgrades for a wide range of power system facilities in a large regional area.

At the full performance level of a GS-13, the incumbent will have responsibilities included in four major areas:
1) Designing, assessing, inspecting, and commissioning additions, replacements, and modifications to equipment and facilities.
2) Serving as an electrical engineering expert in assessing, recommending, and applying business practices such as administrative, financial, and contractual oversight; and providing electrical description of duties for engineering oversight to related engineering disciplines associated with the design and constructions of facilities.
3) Provides expertise knowledge to a variety of audiences in understanding maintenance practices, development of testing methods, and troubleshooting system problems occurring during installation, testing, and commissioning of high voltage substations and transmission lines; responsible for planning and scheduling future work requirements for power system needs and goals; develops standards operating procedures for equipment and operations support, serving as an expert advisor for power system and equipment related issues.
4) Reviews technical specifications for accuracy, compliance, quality, and safety. Maintains drawings, identifies appropriate solutions to complex engineering problems, and makes decisions for critical changes on major controversial issues using troubleshooting techniques, and operational integration.
In each of these areas, the incumbent will have full technical responsibility and is an expert in their functional area.
