Provides leadership and technical expertise for the Branch and is responsible for a variety of complex and challenging domestic and international activities such as planning, analysis, development and coordination to help FAA implement its Next Generation Air Transportation System (NextGen) domestically and internationally. Represents the Assistant Administrator for NextGen (the U.S. Meteorological Authority) at ICAO entities including the MET Panel, various study groups and operations groups, and ICAO Regional Planning Groups to ensure U.S. positions are developed and articulated appropriately.
Provides leadership, direction and coordination required to formulate domestic and international weather policy, requirements, standards and recommended practices that are consistent with U.S. national practices. Conveys a vision of those efforts to senior management and executives and to the aviation weather community.
Develops and formulates programs; analyzes information requirements; develops integration solutions; designs studies; develops interface requirements; performs engineering change analysis, system modeling, and simulation in support of global and domestic harmonization of weather information and the net-centric concept of system wide management of weather information.
Identifies and specifies interfaces between elements of aviation weather and other systems in support of global harmonization of aviation weather information and standards.
Provides extensive analysis and coordination required to develop overall strategic plans and National Airspace System (NAS)-wide operational, research and development (R&D) requirements to incorporate weather information into Air Traffic Management (ATM) decision support processes and tools.
Creates, leads and manages teams and work groups to plan and develop approaches for integrating weather information into complex and varied decision support systems to be used for managing the NAS. Brings together scientists from other Government agencies, FAA-funded research laboratories, international representatives, and members of the aviation industry to work together to achieve the objectives of the program. Develops techniques and policies to address current/anticipated problems and issues.
Provides expert guidance and instruction to coordinate program requirements with managers, program managers, contractors, researchers and other teams. Communicates a clear plan for the program to other services units and lines of business within the agency, with other government agencies, international entities, and members of the aviation industry.
Represents FAA as the primary technical authority for branch programs and communicates externally and internally with aviation weather stakeholders such as ATO Service Units, the Aviation Safety organization (AVS), the NextGen Executive Weather Panel (NEWP), the National Weather Service (NWS), the Department of Defense, and industry representatives.
Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.
Work activities typically impact directly on project/program objectives for more than one organizational unit and for the major subdivision. Work frequently affects the major subdivision's internal and external customers.

Basic Requirements:
A. Degree: meteorology, atmospheric science, or other natural science major that included:
1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
a. Six semester hours of atmospheric dynamics and thermodynamics;*
b. Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
c. Three semester hours of physical meteorology; and
d. Two semester hours of remote sensing of the atmosphere and/or instrumentation.
2. Six semester hours of physics, with at least one course that included laboratory sessions.*
3. Three semester hours of ordinary differential equations.*
4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
*There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.

B. Combination of education and experience - course work as shown in A above, plus appropriate experience or additional education.
In addition to the basic requirements, to qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS 14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience may include but not limited to: Experience leading critical and technologically complex aviation weather programs of national and international significance which includes requirements and/or standards development. Experience collaborating work across intra-agency, inter-agency, and international lines at the senior level.
