The successful candidate will serve as a leading NRC authoritative expert in program management and administration for the Office of Small Business and Civil Rights (SBCR). The incumbent exercises broad and authoritative expertise in researching and analyzing a wide variety of data generated by automated personnel and EEO data systems, survey instruments (e.g., FEVS, SCCS) to include synthesizing the information collected and advising top agency leaders on major outreach programmatic and policy issues and solutions. Additionally, the incumbent provides strategic planning, budget formulation and implementation associated with outreach, diversity, equity, and inclusion (DEI), and equal opportunity program management areas.
To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the NRC will take no action to implement or enforce the COVID19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. The NRC will request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
Knowledge of Diversity, Equity, and Inclusion (DEI) policies and guidance, and implementation of DEI programs, particularly Federal DEI programs, policies and guidance.
Knowledge of EEOC and/or DOJ rules and regulations relevant to the data collection and reporting requirements to determine compliance with these rules and regulations and to evaluate the effectiveness and efficiency of an agency’s Civil Rights, EO and EEO programs.
Ability to communicate orally and in writing to promote awareness of program policies, procedures, practices, mission, goals, and values; defend analyses, findings, and proposals; and negotiate fundamental changes in established policies, procedures, and practices.
Ability to use leadership skills to ensure that an agency’s managing diversity principles and strategic goals, objectives and values are integrated into day-to-day operations and reflected in Civil Rights/EO/EEO program decisions
