The NIST Center for Neutron Research is regarded as a world class, major national user facility with merit-based access made available to the entire U.S. technological community. Each year, approximately 2000 research participants from government, industry, and academia from all areas of the country are served by the facility.
PB IV Duties:
Develops, implements, and manages the NCNR safety programs. Ensures that safety programs are defined by NIST OSHE, NCNR policy, OSHA, EPA and other applicable Federal regulations and are effectively implemented at the NCNR. Assesses and improves the safety culture at the NCNR. Coordinates with NIST OSHE and other organizations when implementing safety programs at the NCNR. Provides feedback to the NCNR management and supervisors on the status of the safety program and important safety issues. Provides safety guidance to the NCNR personnel and provides expert advice on safety issues. Reviews work plans and attends planning meetings. Conducts safety inspections, assessments, and investigations to address specific safety concerns. Coordinates with OSHE to align NCNR policies and procedures with NIST goals and objectives.
PB V Duties:
Independently develops complex and technical safety policies and procedures for a major user facility using the most current scientific information, regulatory requirements, best industry practices and guidance. Enacts procedures and policies that enforce a healthy safety culture across the organization. Coordinates and consults on the development of new policies with external organizations including NIST OSHE, external stakeholders and technical experts. Leads a team of safety professionals at the NCNR overseeing the implementation of critical safety programs. Reviews work, provides performance feedback, allocates resources, and prioritize safety support for the NCNR. Serves as the subjective matter expert on safety issues that impact the NCNR and stays current on the latest regulatory changes and requirements and industry best practices. Reviews complex experimental proposals for safety concerns and works with different stakeholders in developing comprehensive solutions to unique safety issues. This position may supervises one or two employees.
