Leads, formulates, and coordinates the preparation of studies and analyses to develop and support the wholesale electric utility rates design of a power marketing administration/power company suitable to support rate filings to the Federal Energy Regulatory Commission. Leads, creates, and manages the preparation of repayment schedules to assure that the capital investment is repaid over a fixed length of time. Leads, coordinates and performs other functions to ensure marketed generation resources have appropriate authority to access privately and publicly owned transmission infrastructure as subject matter expert of regional transmission organizations and interconnected transmission systems interfaces. Prepares, leads, or manages the preparation of revenue forecasts for repayment analyses, wholesale rate designs, budget submissions, and other purposes. Forecasts include consideration of load patterns, applicable power marketing rate schedules and capability of customer generation, contractual commitments, Federal power supply and other factors. As a team leader: provides technical direction; plans and reviews work for completeness and accuracy; sets priorities; assigns work to team members; assists and coaches as appropriate for team development. Improve resource value to customers by conducting extensive research of open power market trends, influencers and conditions to devise innovative solutions to and assure future program sustainability and leads a full range of continuing customer services with operating power contracts.
For the lower grade level, incumbent will perform a wide range of tasks described in the above duties, but at a lower level of work designed to further develop and refine the knowledge and skills of the incumbent. Assignments will typically combine productive work with on-going training and instruction. Supervision received at the lower level will be closer with oversight and review being provided more frequently.
