The Senior Auditor / Program Analyst (Senior Auditor/Analyst) supports the EAC OIG mission by conducting and/or coordinating independent and objective audits of EAC programs and operations, contractor activities, and grants to states and nonprofit organizations.
The Senior Auditor/Analyst is supervised by the Assistant Inspector General for Audit (AIG/A) who reports to the Inspector General (IG) of EAC.

The Senior Auditor/Analyst is responsible for performing auditing activities relating to the programs and operations of the EAC. To fulfill that responsibility, the Senior Auditor/Analyst leads or participates as a team member conducting performance audits and other related projects of EAC programs, functions, and operations. Specific tasks would include drafting audit programs, conducting entrance and exit conferences with management-level staff, conducting risk assessments, leading audit interviews, developing audit work papers, and reviewing and analyzing audit data. In addition, the Senior Auditor/Analyst develops recommendations for improvements to management operations and policies, drafts reports about conditions disclosed by audits and other assignments, and tracks and reports on the status of management's progress toward corrective actions.
Further, the Senior Auditor/Analyst oversees contractor performance as a Contracting Officer Representative (COR) for audits and other similar work that may be contracted out by the OIG. The Senior Auditor/Analyst is responsible for completing tasks during the pre-award and post-award phases of the contract. These tasks shall include, but may not be limited to, the development of Independent Government Cost Estimates (IGCEs), participation as a technical evaluation panel member, reviewing deliverables, maintaining appropriate oversight documentation, and preparing formal contractor performance evaluations. The Senior Auditor/Analyst is required to complete training and perform the steps necessary to obtain and/or maintain certification as a COR Level II.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting. Combination of education and experience: at least 4 years of experience in performance auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The United States Election Assistance Commission (EAC) was established by the Help America Vote Act of 2002 (HAVA). The agency is charged with developing guidance to meet HAVA requirements, adopting voluntary voting system guidelines, accrediting testing laboratories, certifying voting systems, maintaining the national mail voter registration form, distributing HAVA grants to the 50 U.S. states and territories, and serving as a national clearinghouse of information about election administration.
The position is in the EAC Office of Inspector General (OIG).
