The CASO is responsible for building and facilities management, physical security, continuity of operations and emergency response management, sustainability and environmental programs, real property management, asset management, and internal agency communications. As well as providing other functions and services such as printing and mail management, customer services, FTC's library general reference and research services, stenographic services, transportation services, workshop and event set-up services to name a few. The CASO also serves as the FTC's Sustainability Officer.
In fulfilling these responsibilities, the CASO is a key individual charged with budget formulation and execution, strategic planning, and execution regarding the functional mission of the Administrative Services Office (ASO), which has four divisions, Resource and Project Management; Logistics and Security Management; Space and Facilities Management, and Communications and Information Management. The CASO, along with the subordinate managers and supervisors, serves as a primary link between the Office of the Executive Director and other bureau and office leaders. The incumbent has signatory authority for the Executive Director for matters within the incumbent's operational purview.
Oversees the Office of Administrative Services and directs security and emergency planning in implementing government-wide mandates, policies, and initiatives pertaining to physical security, insider threat, active shooter incidents, and emergency preparedness. Delivery of facilities and administrative support services for the FTC bureaus, offices, and commissioners. Provides policy oversight and program management for agency-wide real property, facilities, asset management, rent and space management, environmental and energy management programs, transportation, printing and mail management, customer services, workshop and event set-up services, Continuity of Operations Planning, the agency's insider threat and active shooter programs, physical security, emergency response management, and occupational safety and health.
Oversees key internal communications functions that serve the agency, including the FTC Daily newsletter; stenographic services, the FTC's library which includes general reference and research services, research resources, acquisition services, cataloging services, and digitization services provided primarily to the FTS's bureaus, offices and regional offices; and the agency's Administrative Manual, a central policy tool of the agency. In addition, the library supports the FTC's litigating divisions and maintains special collections of particular interest to division staff.
The incumbent is accountable for the success of the assigned functions, programs, and projects, which encompasses responsibility for the full range of factors that affect program and project accomplishment. This includes obtaining the resources necessary to accomplish the work and exercising responsibility for their effective use; and dealing with key officials from within and outside the agency to gain understanding and support for the program or project. Monitors the organization's progress toward its goals and objectives. As needed, makes appropriate adjustments to goals, including monitoring work status through formal and informal means to evaluate progress- toward objectives; assessing overall effectiveness, efficiency, and productivity of the divisions; and identifying, diagnosing, and consulting on problem areas related to implementing and achieving goals and making decisions on alternative courses of action.
