This position serves as a senior specialist and reports to the Branch Chief, and shares in all aspects of the programmatic responsibilities of the branch, from policy to analysis to operations. Responsibilities include integrating Title 5 and applicable Title 42 provisions to plan, recommend, develop, coordinate, and administer programs for job classification, position management, staffing, recruitment (including Delegated Examining Authority), and pay management; advise, develop and assist less experienced staff on all aspects of branch operations; serve as the technical authority for recruitment, staffing, compensation and classification issues; and participates on cross-Division, Directorate and Foundation human resource initiatives. The employee is responsible for integrating workforce planning initiatives into Branch functions. Specifically:
Manages assigned human capital projects or programs of considerable complexity, determines appropriate products or services with clients or customers to define project/program scope, requirements, and deliverables.
Manages and leads project/program resources; and monitors project/program activities and resources to mitigate risk.
Implements and maintains quality assurance processes; makes improvements, solves problems, or takes corrective action when problems arise.
Presents or briefs management on all aspects of the project/program; participates in phase, milestone, and project/program reviews; and identifies project/program documentation requirements or procedures.
Leads and participates in cross-functional teams or special studies or pilot programs that impact and support strategic human capital management.
Collaborates with management and other HR staff on employing change process concepts and techniques involving the development of strategic goals for change; conducts organizational needs and readiness assessments; leads management in change initiatives; and/or leads a team engaged in broad studies and analyses for the long-range assessment and resolution of substantive operating and/or policy issues.
Serves as a strategic business partner by regularly meeting with senior leadership, managers, and employees and provides expert guidance and advice.
Responsible for major HR policy areas of interest to NSF. Coordinates policy and operational activities with other HR staff, as well as other operating components of HRM and NSF.
Partners with the Section Chiefs and QC/QA Specialist to recommend development of new or revised human resources procedures, practices, and policies.
Cross-trains, mentors, and partners with the QC/QA Specialist to oversee the development of operations related to standard operating procedures, guides, and instructions, policies, training information or presentations, and by serving as a mentor for other Human Resources staff and to assist in the analysis and resolution of complex questions and issues.
Develops, coordinates, and administers comprehensive, dynamic, progressive, and effective HR programs. Works with organizational leadership to develop staffing plans and address workforce planning and succession planning needs. Coordinates and consults with other branches within HRM to provide comprehensive HR services and develop well rounded plans.
Develops alternatives for solving significant organizational problems and shares best practices with management and other HR Specialists. Assesses and reviews overall long-term priorities, operations, and activities to provide the best classification, staffing and pay management services possible.
Provides management advisory services on exceptionally complex personnel problems based on a high level of expertise in classification, pay and staffing and a broad understanding of the entire field of personnel management.
Advises management regarding merit principles, application of merit promotion policies and guidelines, and the advantages and disadvantages of various staffing methods for filling positions including the differences between hiring procedures under Title 5 and Title 42.
Collaborates with the Branch Chief in overall development and implementation of HR Strategy for the Branch.
Represents the Branch in meetings, hearings, and conferences; coordinates implementation of specific programs and policies; reviews and responds to proposed and actual regulations and associated guidance, reports real or potential impact of new regulations and policies to higher personnel and administrative management levels; proposes alternative approaches where appropriate.
Supports and manages one or more customer organizations as needed.
