As the Executive Director, Regulatory Audit and Agency Advisory Services (RAAAS), you will serve under the broad administrative supervision of the Executive Assistant Commissioner of the Office of Trade. You will independently plan and direct RAAAS programs, troubleshoot field issues, anticipate potential problems, and inform the Executive Assistant Commissioner on all areas of concern related to RAAAS. You will manage resources and systems to fully implement a comprehensive national annual audit plan to effectively target and conduct audit investigations covering national priority trade issues and enforcement initiatives. You will oversee resources and activities dedicated to RAAAS, such as field office audit operations, annual audit assessments, national audit plans, peer review assessments, advisory services for U.S. Customs and Border Protection (CBP) and other Department of Homeland Security (DHS) components, and continued professional education training.
You will be recognized as an agency authority on formulating new national audit plans or advisory services that have a broad or long-range impact on one or more significant priority trade issues or enforcement initiatives. You will provide management and consulting services to top agency executives on change management and internal business process improvements to increase the effectiveness of major agency operations and functions.
You will advise the Executive Assistant Commissioner on all aspects of the RAAAS program, and serve as the primary agency advisor on all RAAAS programs, activities, and events. You will oversee the development of external auditing policies, standards, and guidelines to meet internal and external requirements, and represent the business interests of CBP in an advisory capacity on matters concerning regulatory audit investigations. You will meet with and brief high-level officials, including DHS officials, the Commissioner and Deputy Commissioner of CBP, Executive Assistant Commissioners, other federal agency representatives within and outside DHS, private sector representatives, and international government agencies. You will develop long-term project plans for RAAAS, establish National Annual Audit Plan goals, and identify the processes and resources necessary to achieve these goals.
Position Designation: This position is designated as Career Reserved.
Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Political Appointee Employee Verifications: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement would be required upon appointment.
Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.

Travel: Occasional travel is required.
Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 10 regular paid holidays each year.
Background Investigation: This position is a critical sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position. A Top Secret security clearance will be required upon appointment.
