Serves as a senior technical advisor to provide project leadership for the documentation of major IT systems and equipment. Serves as an expert advisor to system developers to formulate and recommend overall design concepts. Explores and evaluates advanced proposals to satisfy program and mission objectives. Identifies technical barriers in system concepts and ascertains areas of research and analyzes to inform customers of such barriers. Provides expert technical guidance by reviewing, evaluating, and summarizing contractor's technical and progress reports and ensuring that the technical requirements are met. Provides subject matter expert technical knowledge for the preparation of the technical portion of the information system acquisition package. Formulates technical requirements and procurement data. Ensures requirements are documented correctly. Guides the engineering analyses and studies to define performance and operating characteristics. Performs risk assessments to identify and mitigate technical risks to an acceptable level. Assesses contractors' development efforts and modifies, realigns or redirects this effort. Reviews and assesses overall progress in the development effort and resolves technical difficulties that can be overcome by changes in characteristics, approach, criteria, and requirements. Provides life cycle management engineering services to the Program Management Office. Ensures customers fully understand ramifications of defined requirements. Provides timely, flexible, and responsive services to TAC acquisition staff. Collaborates closely with a highly diversified customer base including senior level engineers, project leaders and program managers from VA and other agencies. Participates in regular acquisition planning sessions. Represents TAC at high-level planning conferences and review meetings at different levels within VA. Participates on boards, IPTs, panels, conferences and committees held at these levels to exchange information. Prepares presentations, briefings and oral and written communication for senior leadership. Shares accurate and timely information at various levels of management to meet the needs of VA customers and senior leadership.

Basic Requirements:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
