Provides, in collaboration with members and teams within the Office of Finance and Management Services, organizational development, adaptive and transformation advice and consultancy support to EDA teams and offices.
Manages the development of overarching EDA enterprise-wide plans for driving culture change throughout the organization and organizational effectiveness initiatives through a combination of internal design and external selection/customization (including the identification and management of external programs, resources, vendors, etc.), as appropriate.
Guides, facilitates and leads the development and coordination of end-to-end change management strategies and tactics to ensure successful implementation, adoption and use of enterprise and office level initiatives.
Provides support to leaders that guide and facilitate complex, cross-organization, cross-functional projects and engage partners across EDA in efforts to improve organizational effectiveness.

To qualify for the GS-14 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-13. Specialized experience is serving as subject matter expert and advisor to management and staff and exercise independent judgement, on developing, implementing, evaluating and promoting strategies to enhance organizational effectiveness, improve employee productivity and engagement, drive collaboration, facilitate change and focus on holistic business transformation.

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
Please note this position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA's Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
The salary is contingent upon the official duty location and will be determined based on individual selections.
