The public; TITLE 5 EXCEPTED SERVICE POSITION OPEN TO AREA 3: Public (Veterans, Reserve & National Guard Military Members, Former and Current Federal Employees)
As a HUMAN RESOURCES SPECIALIST, GS-0201-9, duties include:
--Provides advice and support to ANG managers, supervisors, and AGR personnel on full range of military staffing matters. Plans and administers the programs for recruitment, appointment, utilization and distribution, military career-field classification and related career and promotional development of AGR personnel. Determines minimum qualification requirements in accordance with appropriate regulations. Develops position announcements, locates position applicants, validates funding and certifies position is valid and vacant. Develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration to the nomination/selection board. Compiles and sends results of nomination/selection board to State Adjutant General or his designated representative for reviews. Notifies candidates of the results of their application. Establishes rating and ranking boards and serves as an advisor to the panel during the process. Maintains necessary documents associated with recruitment and placement priority lists for over graded AGR personnel. Uses a variety of authorization documents, regulations and guides in determining positions to be filled and procedures to be followed in staffing positions.
--Monitors Expiration Term of Service (ETS), Mandatory Separation Date (MSD) and tour termination dates to ensure appropriate actions are taken before effective date. Issues 18 year letters and tour extensions as necessary.
--Implements the program for in processing of ARNG/ANG AGR personnel in coordination with Military Personnel Management Office (MPMO)/Force Support Squadron Flight (FSS). Upon selection, ensures required documentation for appointment is prepared and submitted to include initiating requests for requirements, benefits and entitlements.
--Updates the total strength spreadsheet for Air AGR assignments, reassignments, details and separations. Tracks the Air strength numbers ensuring that end strength goals are met.
--Reviews separation procedures to ensure compliance with appropriate laws and regulations. Ensures amendments to tour orders have been prepared for separation. Determines eligibility of entitlement to separation pay upon termination.
--Updates AGR data in automated personnel systems, provides input to Human Resources Office bulletin and the AGR SharePoint site.
--Provides advice and assistance to AGR personnel, supervisors and managers on identifying training needs, such as supervisor training, new employee orientation Provides guidance to supervisors in planning job-related career development activities for AGR personnel. Advises AGR personnel on self-development activities and explains eligibility requirements and regulatory requirements. Recommends training priorities. Assists in maintaining training data for required agency training. Ensures that local courses and opportunity resources are fully publicized.
--Ensures that ACB boards are conducted in a timely manner. Compiles tour continuation board results for TAG review. May serve as a recorder during the board.
--Performs other duties as assigned.
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
