The Senior Auditor is responsible for performing auditing activities relating to the programs and operations of the EAC. To fulfill that responsibility, the Senior Auditor leads or participates as a team member in conducting multiple concurrent performance audits, evaluations, inspections, reviews, and other related projects of EAC programs, functions, and operations. Specific tasks would include conducting entrance and exit conferences with management-level staff, conducting risk assessments, developing audit work papers, and reviewing and analyzing audit data. In addition, the Senior Auditor develops recommendations for improvements to management operations and policies, drafts reports about conditions disclosed by audits and other assignments, and tracks and reports on the status of management's progress toward corrective actions.
Further, the Senior Auditor will oversee contractor performance as a Contracting Officer Representative (COR) for audits and other similar work that may be contracted out by the OIG. The Senior Auditor will be responsible for completing tasks during the pre-award and post-award phases of the contract. These tasks shall include, but may not be limited to, the development of Independent Government Cost Estimates (IGCEs), participation as a technical evaluation panel member, reviewing deliverables, maintaining appropriate oversight documentation, and preparing formal contractor performance evaluations. The Senior Auditor will be required to complete training and perform the steps necessary to obtain and/or maintain certification as a COR Level II.
Additionally, the Senior Auditor participates in conducting the annual audit risk assessment that supports the OIG's annual audit plan and contributes to maintaining OIG audit policies and procedures that are reflective of the OIG's current audit processes and all applicable auditing standards, principles, and best practices. Further, the Senior Auditor will manage the OIG's hotline number and electronic complaint submissions.
The Senior Auditor may assist in performing peer reviews of other OIGs and preparing for the EAC OIG to undergo peer reviews. The Senior Auditor may also provide independent referencing services to other OIG's when the EAC-OIG has an agreement (memorandum of understanding) in place with another OIG to render and receive independent referencing services to comply with auditing standards.
The Senior Auditor will participate in Government audit organizations and/or working groups on behalf of the EAC-OIG to keep current on government audit issues and IG community initiatives and projects when applicable.
The Senior Auditor maintains professional proficiency by identifying and attending training, as approved by the AD, sufficient to comply fully with continuing professional education (CPE) requirements set forth in Government Auditing Standards, Government-wide training requirements, and Continuous Learning Points (CLP) requirements of the EAC's shared service provider for CORs. The Senior Auditor develops annual performance and training plans and maintains certificates of completion in accordance with OIG policies and procedures.
The Senior Auditor performs other duties as assigned.
Candidates must have:
A. a degree in auditing, accounting, or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law, or
B. a combination of education and experience that would include at least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education and training that provided professional accounting knowledge.

The United States Election Assistance Commission (EAC) was established by the Help America Vote Act of 2002 (HAVA).
