The position serves as an OTSP Division Chief. As a Supervisory IT Program and Division Manager, the incumbent is involved with all aspects of Division operations pertaining to IT application development to include, but not limited, to the following:

In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

1. Extensive experience managing IT application development projects using Agile Practices. This level of experience must have demonstrated the full range of IT Project Management and responsibility for defining the scope, determining required resources, risk management, defining requirements for deliverables, quality control and assurance, and financial management.
2. Extensive experience designing and developing complex application software for business applications. An experience indicator at this level includes serving as a leader or team member of an application development team performing both of the following: authoring software architecture work products such as object-oriented business and class models, sequence diagrams, activity diagrams, and/or technical specifications AND developing multi-tiered applications consisting of user interface, business/application, and data layers.
Education may not be substituted for experience at this grade level.
