Serves as principal advisor to the Secretary, Deputy Secretary, Under Secretaries, Director of Smithsonian Facilities, and to the directors of museums and research entities on facility operations and management matters affecting the Institution. Provides advice on major program issues, formulates Institution policies, identifies and develops program goals and objectives, and develops resource plans. Provides management oversight of and technical advice to facilities management and operations.
Leads, directs, coordinates and integrates the Office of Facilities Management and Reliability (OFMR) programs and responsibilities for facility management. These include the following functions: 1) facilities management, including custodial and laborer services operations, and planned (predictive and preventive) and unplanned routine maintenance and repair of building systems (heating, ventilating, air conditioning, electrical, painting, structural and plumbing); reliability centered maintenance; building automation; 2) support services, including mail, transportation, vehicle repair, and audio visual services; 3) snow removal; and 4) safety implementation. Sets policies and service standards, oversees and evaluates programs, and provides technical assistance and resource control for assigned programs.
OFMR shares responsibility for safety implementation and improvement with the Office of Safety, Health and Environmental Management (OSHEM). OFMR is responsible for effective implementation of safety policies, procedures and practices; incorporation of safety matters into planning and operations; remedying safety deficiencies identified through inspections and evaluations; and working with OSHEM and Building Directors to improve safety.
Directs, through subordinate supervisors, a staff of approximately 800 employees in a variety of professional, technical, administrative, skilled and unskilled trade and labor occupations. Sets the leadership standard for organization and human resources development, and provides leadership for developing and administering policies to achieve related organizational objectives in such areas as personnel and performance management, equal opportunity and cultural/gender diversity.
Oversees strategic and business planning, goal-setting, quality implementation, organizational performance measurement, and reinvention efforts. Initiates, directs and coordinates major long-and short-range studies to meet changing requirements and priorities. Develops OFMR-wide program plans and policy guidelines, as appropriate for facilities management and operations. Oversees the development and implementation of new concepts, theories, systems and methods to improve the quality and effectiveness of operations, and to ensure well-balanced use of staff, material and financial resources. Initiates and directs major studies to improve organization, staffing and operations, allowing for creativity and ingenuity in devising solutions and methods for achieving organizational effectiveness. Meets regularly with senior management including museum/research clients to understand requirements and areas for improvement, establish service standards, coordinate input, establish priorities, and evaluate progress.
Oversees and administers federal appropriations and trust funds for maintenance and operations within each zone and divisional office, ensuring that the office has established adequate control systems to monitor expenses and does not exceed budgeted amounts; and ensuring that activities associated with financial management and related reporting systems are responsive, accurate and efficient. Monitors the obligation of funds and takes action to put available funds to work promptly. Adheres to financial management policies and procedures contained in relevant SI policies, directives and manuals.
Undertakes a variety of representational and liaison duties. Participates in and/or represents the Institution in high-level policy meetings and conferences, making significant contributions on matters pertaining to facilities management activities. Interacts with the National Park Service, U.S. Botanic Gardens, General Services Administration, U.S. Postal Service, Department of Transportation, and other public sector organizations, as appropriate. As the Institutions principal representative for facilities management programs, explains broad program policies and objectives, addresses major concerns, furnishes information on major program developments, and provides input on controversial and sensitive issues. Lectures before various groups within and outside the public sector, and participates in workshops and seminars pertaining to Office programs.
Keeps abreast of latest private and public sector developments in the fields of facilities management. Promotes continuous partnering, liaison and benchmarking with counterparts in other organizations and incorporates best practices into Smithsonian programs.

BASIC QUALIFICATIONS
A degree in engineering, industrial arts, property management, or business administration or a related subject-matter field; or a combination of education and experience with courses equivalent to a major as listed above, plus experience that provided knowledge of the practices and procedures related to facilities maintenance, property management, or building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment; or four years of experience that provided knowledge comparable to that normally acquired through the successful completion of a four-year course of study as described above
SPECIALIZED EXPERIENCE
In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. The experience includes managing an extensive building operations and facilities maintenance program; or conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors.
The applicants that meet the basic qualifications will be evaluated further against the following criteria:
1. Skill in leading a large and complex facility management program to include functions such as maintenance and repair of building systems, custodial and laborer services operations, snow removal, and safety implementations in an around-the-clock utilities operation.
2. Knowledge and skill in executive-level program planning, budgetary process, and resource management including developing program/performance tracking and upward reporting systems, and establishing results-based performance measures.
3. Possess strong interpersonal and communication skills to build relationships and negotiate solutions that address varied and complex, and occasionally opposing interests among varied audiences.
4. Skill in leading, supervising, and managing a multi-disciplined and culturally diverse workforce, including fostering teamwork and high morale; attracting, retaining, motivating, and providing guidance to a diverse workforce; and implementing EEO/Affirmative Action policies and programs.
SUPERVISORY CONTROLS
Receives general direction from the Director of Smithsonian Facilities. Independently develops and directs all aspects of OFMR facilities maintenance and operations programs and activities. Exercises a high degree of managerial and executive knowledge and abilities, and provides professional expertise in a broad field that encompasses management of facilities programs. Work is evaluated in terms of overall effectiveness in realizing program goals and objectives.
SECURITY LEVEL
This position has been reviewed to determine the level of POSITION SENSITIVITY. Based on the nature of the work, the position has been determined to be Public Trust/HIGH RISK.
