At the entry level of this position, you will:
- Provide legal advice, perform legal research, prepare legal documentation, and provide policy recommendations;
- Participate in litigation activities;
- Perform negotiation, informal dispute resolution, and assist with Region representational work in enforcement and other matters in both administrative and judicial forums;
- Provide counsel on legal matters arising under grants and cooperative agreements authorized by EPA’s annual appropriation acts and the Infrastructure Investment and Jobs Act;
- Perform specialized team work, including on Freedom of Information Act and other government information law matters.

Current Bar membership in good standing/law license is required. You must self-certify annually and in writing that you hold an active bar membership.
To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. You must be admitted to practice before the highest court of a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico; and must maintain active status as a member of the bar of one of these jurisdictions.
In addition, the following specialized training or experience is desired: At least one, but no more than three, years of experience in some combination of litigation (civil, criminal, or commercial), judicial clerkship, providing legal advice to agencies or clients in private practice, drafting or reviewing legal memoranda, legal opinions, or other legal documents; interacting with clients, other attorneys, investigators, prosecutors, agency representatives, or other stakeholders in performing their legal functions. The candidate should have exceptional written and oral communication skills, the ability to manage a busy case docket, and a strong interest in practicing environmental law and in public service, especially in EPA’s mission of protecting public health and the environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
