Serves as a Labor Relations Specialist in the Arizona State Judge Advocate Office JAG. Incumbent serves as the State point of contact on labor-management relations matters of concern to established bargaining units. Union/management relationships are typically difficult because unions assume adversarial roles; surface substantive/controversial issues affecting large numbers of employees, frequently involve issues with potentially serious impact on mission and budget and often require resolution of problems involving several inter-related sub-problems that must be considered to arrive at a solution. Provides guidance and assistance to management on a variety of labor relations issues. Serves as staff specialist on the application of negotiated agreements and Federal Labor Relations Authority decisions, resolution of grievances, and arbitration proceedings. Monitors efforts of union representatives and management to establish and maintain open and effective communications and consultation efforts on new and revised personnel policies and practices. Analyzes proposals to determine impact, possible ramifications, and resolutions. Studies requirements of the Statute covering labor relations issues and keeps abreast of laws and regulations. Reviews case decisions by the Federal Service Impasse Panel, the Federal Labor Relations Authority, and the Federal Courts in the development of policy, guidance and procedures in the administration of the program. Serves as liaison between the State and NGB on complex questions and policy issues requiring guidance and/or interpretation of regulations, means of obtaining third party mediation and/or fact-finding. Provides advice on questions raised by unions in complying with terms of contracts, requirements of the Statute, means of settling disputes, etc. In collaboration with NGB, investigates disputes, unfair labor practice charges, and formal/informal complaints to obtain facts for use in recommending a course of action. Analyzes experience under negotiated agreements and conducts special studies to develop improvements in management's positions and/or to respond to unions' demands. Prepares reports required by higher authority on labor relations program. All other duties assigned.

GENERAL EXPERIENCE:
Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
Must have at least 36 months experience in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. In addition to analytical and problem solving abilities, positions at this level require specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs. Experienced in operational readiness planning, personnel deployments, and writing various readiness status reports. Experienced in writing, designing, formatting, publishing, or presenting military or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experienced in performing total-force personnel program requirements to accomplish labor union negotiations and agreements; skilled in completing accession planning and processing; classification and position management; civilian and military promotions; analyzing human resources personnel systems reports; skilled in directing position utilization; awards and recognition; evaluations, and performance management. Knowledgeable of the equal opportunity and sexual assault prevention and response program. Skilled and experienced in assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment. Experienced in formulating personnel plans and programs; developing and implementing policies; and, executing procedures with follow-on evaluations and reassessments. Experienced in total force adaptive planning and execution in support of combatant commanders from peacetime through mobilization, contingency operations and demobilization. Skilled in interpreting manpower, personnel, and equipment availability deployment readiness posturing and management. Experienced in conducting performance management and productivity programs; assessing and documenting organizational performance; or, advising on process improvement options, best practices, and how to recognize optimal performance. Skilled in maintaining sound appropriated and non-appropriate funds; and, financial/corporate standards with established internal controls. All other duties as assigned.

EDUCATION REQUIREMENTS
Army National Guard and Air National Guard Officers GS-11 through GS-14 Positions
An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
Army National Guard Warrant Officers GS-09 through GS-12 Positions
Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
Army National Guard and Air National Guard Enlisted GS-09 through GS-12 Positions
