This position is located in the Office of Aviation Safety (AVS), Flight Standards Service, Flight Technologies and Procedures Division, Flight Research and Analysis Branch (AFS-430). Serves as an Airspace System Inspection Pilot advisor and focal point for the Flight Technologies and Procedures Division. Responsible for the development of technical and scientific standards, programs, policies, procedures, and flight deck criteria pertaining to all aspects of Part 121 flight operations and advanced technologies in transport and non-transport category aircraft. Reviews and analyzes proposed regulations, national directives, technical and operational concepts, standards, criteria, procedures and other guidance for aviation impacts and recommends revisions based on sound flight operations criteria.
Plans and accomplishes highly complex and challenging flight research projects and other work activities applying technical and operational knowledge. Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations, as the situation requires. Considers the objectives of the FAA when developing, integrating, and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines.
May act as a principal technical specialist, project/program manager, or team lead for complex work activities. Initiates, organizes, and oversees major technical and scientific studies in safety- critical and controversial problem areas having national and international ramifications, such as the impact of flight display systems, advanced flight deck design, flight deck/crewmember interface, instrument procedure design, instrument procedure charting, and air traffic airspace designs on aircraft operations under all weather conditions within the National Airspace System (NAS).
Applies in-depth technical expertise and a high level of specialized knowledge to conceptual and advanced aircraft operational standards, flight guidance and management systems, flight display and avionics systems, procedure design, development initiatives, and operational approvals for flight procedures and technologies. The work includes evaluations of newly designed or modified systems that are significant enough to materially change the flight characteristics of the aircraft or require certification in the type aircraft. Applies experimental theories and new developments to problems not susceptible to treatment by traditional methods or precedents. Reviews and validates design principles, operational procedures, and guidance for flight crew systems, including evaluation of innovative crew interface and interaction concepts in piloted simulation to assess the benefits and liabilities of projected concepts. Identifies, develops, directs, and may conduct training for advanced flight technologies and flight procedures. Performs other duties as assigned.
Serves as a simulator project pilot assigned to critical, Agency-level research projects requiring intense system and pilot knowledge of Boeing and/or Airbus aircraft. Applies in-depth technical expertise related to FAA NextGen air traffic and flight operations applications. Reviews flight parameters through statistical applications in consideration of flight track data to determine individual and collective effect of measurable factors. Type Qualification in Boeing 737 and/or Airbus 320/330 is desired.
Maintains knowledge of aircraft operations, usage of instrument approach charts, and interface of navigation systems with instrument operations. Possesses a high degree of competence using sophisticated research facilities, such as piloted aircraft simulators, in order to evaluate operational and procedural performance elements.

CERTIFICATES AND RATINGS: Applicants must possess an ATP with Part 121 experience in new generation aircraft. A COPY OF CERTIFICATES MUST BE submitted prior to the closing date of the announcement. Failure to do so will result in loss of consideration.
Medical Requirements: In accordance with OPM Qualification Standards, since this position does not require the operation of an aircraft, selectee will need to have a medical examination indicating that they are able to perform the duties of the position to be filled. If current First or Second-class medical certificate submitted, medical examination would not be required.
MINIMUM FLIGHT HOURS: Submission of FAA Form 3330-47-3 (10/98), "Supplemental Qualifications Statement for 1825 and 2181 Series", is required to verify the minimum flight hours prior to closing date. Failure to do so will result in loss of consideration.
TOTAL FLIGHT TIME - 1500 hours: Flight time as a pilot in command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placement actions, up to one-fourth of the total flight hours may be waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work provided: 1) applicant holds the required certificates and ratings; 2) applicant has acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; 3) applicant meets the requirements in terms of level and quality of experience; and 4) applicant's flying history indicates they are qualified for the position.
PILOT-IN-COMMAND TIME - 250 hours: Only flight hours acquired as pilot-in-command are creditable.
NIGHT FLYING TIME - 75 hours: For inservice placement actions, 25 hours may be waived if the applicant demonstrates the ability to perform the work.
FLYING TIME, LAST 12 MONTHS - 100 HOURS: This is a non-flying position 100 hours in the last 12 months is not required.
MULTI ENGINE AIRPLANE TIME - 500 HOURS: Experience may have been in either light or heavy multi-engine airplanes.
INSTRUMENT TIME - 75 HOURS: At least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time; e.g. hood instrument.
